Open Mike <br /> <br />Susan Dickey, 11510 197th Avenue-Stated she can't sell her house due to the traffic, noise, <br />and commercial growth around her home. She asked the city to rezone her property and a <br />couple of neighboring properties to commercial. <br /> <br />. <br /> <br />Dave Plude, 11537 197th Avenue-Stated he also has concerns. with traffic and noise near his <br />home. He stated he has been approached by buyers interested in his property for a <br />commercial use. <br /> <br />Community Development Director Scott Clark stated staff and the Planning Commission <br />could perform a conceptual review of the area and come back to the Council with their <br />findings. <br /> <br />5.1. Amendment to Development Agreement Between Metro Plains and City of Elk River <br /> <br />Community Development Director Scott Clark discussed proposed modifications to a <br />development agreement between the city and Metro Plains as outlined in his staff report. <br /> <br />MOVED BY COUNCILMEMBER MOTIN AND SECONDED BY <br />COUNCILMEMBER GUMPHREY TO APPROVE THE DEVELOPMENT <br />AGREEMENT MODIFICATIONS AS OUTLINED IN THE STAFF REPORT. <br />MOTION CARRIED 3-1. Councilmember Farber opposed. <br /> <br />5.2. <br /> <br />. <br /> <br /> <br />Consider Landfill HHW IReuse Center <br /> <br />Environmental Technician Rebecca Haug stated she has been working with the Elk River <br />Landfill to consider a partnership for constructing a household hazardous waste facility and <br />a reuse center. She discussed the proposed building specifications and the possible <br />opportunity for the city and utilities to contribute to construction if green <br />materials/technology are used. Ms. Haug stated the landfill would own the building and land <br />and also be responsible for staffing. <br />
