<br />VILLAGE OF ELK RIVER COUNCIL MEETING <br />NOVEMBER 14, 1908 <br /> <br /> <br />The Common Council met at the store of R.E. Dare on Saturday, November 14, 1908. <br /> <br />Present: <br />R.E. Dare, President, J. deBoory, W.P. Rhode, S.M. Crockett, W.P. Rhoda trustees, W.F. <br />Ghadboune, recorder, and Dr. Geo E. Parsons Chair Board of Health. <br /> <br />Meeting called to order by President at 7:00 p.m. the following written notices were presented to the <br />council. <br /> <br />November 4, 1908 <br /> <br />Notice to Village Council of Elk River Minn <br /> <br />R.E. Dare President <br /> <br />I hereby notify you to remove or have removed the hogs and hog ? belonging to M.C. Blaushette <br />which is located about 100 feet from my house. They are a nuisance and a menace to our health, a <br />damage to our property as we cannot sell or rent our property since no one will live so near a hog <br />farm. We at all times were greatly inconvenienced through the hogs, we had to close our windows <br />and doors in the evenings and at night as we could not stand the smell. I serve this notice to have <br />that nuisance removed within the time specified by law. If it is not removed then I will bring forth a <br />lawsuit against the Village Council of Elk River, Minn. <br /> <br />Mrs. M. Pircheur <br /> <br />Geo. E. Parsons MD testified to receiving a similar notice on the above and that he visited the <br />premises mentioned above and gave it as his observance that the above mentioned hog farm was <br />not a nuisance at this time of year. <br /> <br />A motion was made and carried that the council did not consider that this particular hog farm, at the <br />present time, was a public nuisance. <br /> <br />A petition for a license to run a billiard and pool table in a certain building situated on Lot 6 Block <br />10 was presented signed by J.C. Hulbeck. <br /> <br />The recorder was instructed to issue a license to said J.C. Hulbeck when he conforms to Ordinance <br />No.26 ???? ???? the fee for service with the understanding that said J.C. Hulbeck shall not allow any <br />person attending school during the school term to visit and play upon said Pool and Billiard tables. <br /> <br />The following bills were presented and on motion allowed: <br />The Vall Tecburg Co. – gasoline - $39.51 <br />Waternes Engine Co. – Fire Hose - $48.50 <br />J.E. Hamles – dragging - $2.50 <br /> <br />
