<br />VILLAGE OF ELK RIVER MEETING CITY COUNCIL <br />DECEMBER 13, 1920 <br /> <br />th <br />A special meeting of the Village Council held in the Old Fellow hall on Dec 13 1920. <br /> <br />All members present J.H. Virgin, President, Chas Selhauer, Bert Carr, Trustee <br /> <br />Meeting called to order by the president at 8:30 p.m. <br /> <br />The purpose of the meeting was to submit to the Electors of the village of Elk River the following <br />proposition. “Shall the village issue their negotiable coupon bonds to the amount of $26,000.00 for <br />the purpose of furnishing the necessary funds for the construction of the public water works and <br />notice of which election had been duly given. <br /> <br />The following resolution and motion was made by Chas Selhauer one of the trustees of said <br />Council, to wit. <br /> <br />Whereas it appears to the Village Council of said Village of Elk River that C.A. Morse the clerk <br />th <br />hereto designated and appointed as the clerk for special election to be held this 13 day of Dec 1920 <br />for the purpose of issuing bonds for the purpose of submitting to the electors of said village the <br />proposition of issuing bonds for the purpose of paying for the water works system therein can not <br />act. <br /> <br />Now therefore: be it resolved that Elmer Palmer a resident and voter of said Village be appointed to <br />act as Clerk of said election. <br /> <br />Which resolution was duly seconded by trustee Bert Carr and upon being put to a vote, was carried, <br />the vote being three in favor and none opposed whereupon the president declared the said <br />resolution adopted. <br /> <br />The minutes of the canvassing board was duly filed with clerk also the result which is hereby given <br />and a copy of same is filed with clerk. <br /> <br />Those in favor 60 (sixty) <br />Those opposed 1 (one) <br /> <br />M.P.
