<br />VILLAGE OF ELK RIVER SPECIAL MEETING CITY COUNCIL <br />JANUARY 31, 1920 <br /> <br />Special meeting of the Village Council held at the Office of the Elk River Lumber Co on Saturday <br />the 31 Jan 1920. <br /> <br />The following members being present J.H. Virgin, President, Bert Carr, Trustee, and Wm Noval, <br />Clerk. <br /> <br />Meeting called to order by the President at 11 o’clock a.m. <br /> <br />This meeting was called for the special purpose of hearing a proposition from the Engineer Mr. <br />Buck as well as Mr. H.P. Phelps contractor of the water works who were both present in regard to <br />installing a new pumping system in the Village Well. Mr. Buck made the Council understand that the <br />well was now a flowing one the water rising to nine feet above the surface would require an entirely <br />new pumping outfit from that specified in the first contract of Sept 8, 1919. The Contract at that <br />time called for a deep Well proposition. Mr. Phelps the contract there laid before the council a blue <br />print and draft of a new pump that would have to be used in the present well. The description of <br />said pump is as follows. <br /> <br />One four (4) inch two stage (Midwest) horizontal split bronze fitted centrifugal pump and pump to <br />deliver 300 gallons per minute, against a total head of 150 feet when operating at a speed of 1150 <br />RPM the pump to have an efficiency of 60% of the power applied to the pump shaft said pump to <br />be furnished with a cast iron based the same to be bolted to a heavy concrete foundation. The iron <br />base ot extend far enough to receive a double drive with a gasoline engine of 27 hp on one side of <br />the pump and an electric motor of 30 hp on the other side. The apparatus to be furnished with <br />clutches having shifted levers and fulcrums so arranged that either the engine or the motor can be <br />cut out while driving the pump with the other. The pump shaft to be extended or both ends to <br />receive the clutches. For description of the motor and gas engine see contract filed with the village <br />clerk, the above apparatus is to be furnished instead of the deep well type centrifugal pump, <br />included in the contract between the parties hereto, said contract bearing date of Sept 8, 1919. <br /> <br />The Council after some deliberation and discussion upon the subject, asked Mr. Phelps what the <br />additional cost would be to install the new outfit. His answer was that the total cost of supplying the <br />pump engine and motor all in place ready to operate would be $1160.00 over and above the contract <br />of Sept 8, 1919. Mr. Buck asked Mr. Phelps if this sum would include the capping of the well. His <br />answer was that it did not but after some discussion Mr. Phelps finally agreed to include the extra <br />work on the well for the above consideration. <br /> <br />The following resolution was duly passed by the council. Be it resolved by the Village Council that <br />they accept the proposition of Mr. H.P. Phelps of the Firm of Phelps Drake and Co contractors of <br />the Village water works to supply and install the new system of pump and power to operate the <br />village water works and also to cap the well. The Council agreeing that the sum of $1160.00 be <br />th <br />allowed the contractors Phelps Drake Co over and above their contract of the 8 Sept 1919. Mr. <br />Buck was instructed to prepare a contract for the above work and to forward the same to the <br />contractors in Mpls for signature. <br /> <br /> <br />
