City Council Minutes Page 4 <br />December 5, 2022 <br />The Council selected January 10, 2023, at 5:00 p.m. at the ERMU Field Services <br />Building as a joint meeting with the Elk River Municipal Utilities Commission. <br />8.3 Economic Development Authority, Housing and Redevelopment <br />Authority, and Library Board Appointments <br />Mayor Dietz presented the staff report. <br />Moved by Councilmember Wagner and seconded by Councilmember <br />Westgaard to appoint Charlie Blesener to the Economic Development <br />Authority with a term expiration of December 31, 2028, Dennis Chuba to the <br />Housing and Redevelopment Authority with a term expiration of December <br />31, 2027, and Michelle Hegarty to the Library Board with a term expiration of <br />December 31, 2025. Motion carried 5-0. <br />9. Council Liaison Updates <br />Councilmembers provided updates as outlined in the respective advisory board's <br />minutes. <br />Mayor Dietz asked if the hours for the library were changing in 2023. <br />Mr. Portner will look into the new hours and work on advertising if they are <br />changing. <br />Council recessed at 7:11 p.m. and reconvened in work session at 7:14 p.m. <br />10.1 Department Reorganization <br />Mr. Portner presented the staff report. <br />Mayor Dietz asked who would present items to the Council. Mr. Portner explained <br />that the proposed director would present at meetings on behalf of Finance, Parks <br />and Recreation, and the Furniture and Things Community Event Center. <br />Mr. Portner explained that there is a vacant position in the Parks and Recreation <br />Department, and it would remain vacant until Finance can determine if they need <br />additional support. <br />Councilmember Christianson clarified that the proposed plan would eliminate one <br />director position and the recreation programming manager pay would be frozen. <br />Mayor Dietz asked about the financial impact. Mr. Portner stated the savings would <br />be approximately $19,000 initially due to the difference between the current Finance <br />Director top level and the newly proposed position bottom level director pay. <br />E'OREaEI 11 <br />NATURE <br />
