"Additional Collection Service" means all items that are collected in excess of the <br />maximum volume allowed for a dwelling unit. <br />"Bulky Items" means large metal household items including refrigerators, stoves, <br />dishwashers, washers and dryers, water heaters, furnaces, air conditioners, water <br />softeners, electronic equipment, large furniture, mattresses, and other such items which <br />are too large for one person to pick up. A list of bulky items intended for pick-up service <br />is provided as Attachment C. <br />"Cart" means a 90-gallon, 60-gallon or 32-gallon receptacle with wheels supplied by the <br />Contractor used to contain garbage. <br />"Collection Service" means the collection and transportation of Garbage, Yard Waste, <br />and Recyclables. <br />"Day-Certain Collection" means the City-approved plan for weekly Collection Service <br />by an established day-certain schedule. This schedule requires collection on the same day <br />of each week and is based on a five (5) day, Monday through Friday, working week. The <br />only exceptions to the "day-certain" plan shall be during those weeks in which legal <br />holidays occur. <br />"Dwelling Unit" means a separate dwelling place with a kitchen or area for the <br />preparation of food. <br />"Education Tag" means an information tag notifying residents about unacceptable <br />materials set out for collection. The tag will also contain information regarding <br />preparation requirements. The tag must be left at the residence if any portion of the <br />recycling set out is not taken. <br />"Environmental Coordinator" means the City Environmental Coordinator, or such other <br />City employee designated by the City Administrator or the City Council. <br />"Facility" means the Elk River Landfill, or any other solid waste disposal facility <br />approved by the MPCA. <br />"Garbage" means a11 discarded and unwanted putrescible and non-putrescible household <br />and kitchen wastes including, but not limited to, food, food residues, and materials <br />necessarily used for packaging, storing, preparing, and consuming food; and other <br />materials as mutually agreed upon between the City and the Contractor. Specifically <br />excluding Yard Waste, Recyclables, and Hazardous Wastes. Garbage does not include <br />any Excluded Waste. <br />"Hazardous Waste" means waste identified as hazardous by State or Federal law, rules <br />and regulations including but not limited to, 42 U.S.C. 6903 (5) and regulations <br />2 <br />
