Open Forum <br /> <br /> There was no one present for Open Forum. <br /> <br />6.1 HRA Housing Rehabilitation Loan Update <br /> <br />Mr. Mollan presented the staff report. <br /> <br />The HRA needs to decide if they wish to renew with the Minnesota Center for Energy and <br />Environment (CEE) for 2023. The fee will stay at $2,500. <br /> <br />Commissioner Wagner asked what other options there were besides going with CEE. <br /> <br />Mr. O’Neil stated the review and underwriting could be brought in-house. <br /> <br />Commissioner Ovall believes the CEE provides excellent reporting and is worth the cost. <br /> <br /> Chair Chuba stated that more residents may use this program as interest rates rise. <br /> <br />6.2 Elk River Meats Updates <br /> <br />Mr. O’Neil presented the staff report. <br /> <br />The HRA closed on the purchase of the Elk River Meats property on December 1, 2022. <br />Mr. O’Neil asked the Commission if they wanted to consider rehabilitation or demolition <br />and what their time frame for the project would be. <br /> <br />Mr. O’Neil added that the fire department and police department may wish to use the <br />building for training before it is demolished. <br /> <br />To avoid disruption to the surrounding businesses and summer activities, as well as spring <br />thaw road restrictions, the Commission felt it was important to complete demolition before <br />March 2023. <br /> <br />Commissioner Cannon added that the process should be sensitive to the community who <br />have memories of the building to avoid any misunderstandings. <br /> <br />Mr. O’Neil will begin looking into proposals for demolition. <br /> <br />Mr. O’Neil stated he is researching options for funding and the Commission will continue to <br />discuss future uses of the site. <br /> <br />6.3 HRA Loan at Jackson Place <br /> <br />Mr. O’Neil presented the staff report. <br /> <br />
