That § 2-355, <br />Meetings and Rules of Procedure <br />of the City of Elk River Code of Or- <br />dinances shall be amended to read <br />as follows: <br />The energy city commission <br />shall meet at least four times each <br />calendar year. The commission <br />shall develop bylaws and adopt <br />a schedule of meetings, meeting <br />times, and locations at their first <br />meeting of each year. Additional <br />meetings may be held at any time <br />at the call of the chair or the re- <br />quest of two other commissioners. <br />The commission shall be governed <br />and operated pursuant to the most <br />recent edition of Robert's Rules of <br />Order. <br />SECTION 4.
