The site is zoned for 2.5- <br />acre residential lots and is outside the Urban Service District. A majority <br />of the eastern parcel is encumbered by wetlands and the southeast <br />corner of the western lot has some wetland. <br />The proposal shows an L-shaped apartment structure with parking and <br />a circular drive lane, trails and boardwalks through upland and wedand <br />areas, and sport courts. <br />The Site Plan Review generated the following comments: <br />■ A traffic study would need to be completed. <br />■ Sewer and water would need to be extended. This will also require <br />an amendment to the Comprehensive Plan, expanding the urban <br />V <br />service boundary. y <br />■ Three-phase electric power would be required for a project of this <br />size. The power demands will require expanding the current service. <br />■ The closest water main available for connection to city water service <br />is over 1,000 feet away. Water main facilities will need to be Figure i <br />extended from the trunk system or water distribution system. <br />■ Approximately 1,300 feet of urban city street would need to be constructed from the intersection of 175t1' <br />Avenue and Fillmore Street. <br />■ Park dedication at a per unit cost, not to exceed $500,000 for high -density residential.
