City of <br />River <br />To <br />Mayor and City Council <br />Agenda Section Meeting Date <br />Public Hearings December 19, 2022 <br />Item Description <br />Preliminary & Final Plat of Natures Edge <br />Business Center Forth Addition, RAN <br />Properties/GATR — 75-915-0020 <br />Request for Action <br />Item Number <br />7.3 <br />Prepared by <br />Zack Carlton, Community Development Director <br />Reviewed by <br />Chris Leeseberg, Senior Planner <br />Reviewed by <br />Cal Portner, City Administrator <br />Action Requested <br />Approve, by motion, the Preliminary Plat of Natures Edge Business Center Fourth Addition with the condition <br />that the closing for the purchase of city -owned property occurs in conjunction with the recording of the plat. <br />Adopt, by motion, a resolution approving the final plat of Natures Edge Business Center Fourth Addition with <br />the condition that all requirements associated with the approval of the preliminary plat are satisfied. <br />Background/Discussion <br />Case No. P 22-14 - The applicant, RAN Properties/GATR, is <br />proposing to split the city -owned property that was acquired as part <br />of the road and utility extension project near Cargill and GATR Truck <br />Center in early 2022. The applicant has been working with the City <br />Council to acquire a portion of the parcel to support a future <br />expansion of the GATR operation. <br />The plat creates two oudots to support future development <br />opportunities. Each of the two parcels meets the minimum lot size <br />standards for a future buildable lot, should business needs change in <br />the future. Oudot A will be sold to GATR Truck Center in early 2023 <br />per the signed purchase agreement, and the second lot (Oudot B) will <br />be retained by the city. Any future use of these lots will require <br />additional platting. <br />Planning Commission <br />The Planning Commission held a public hearing on November 22, <br />2022. The Commission asked if the 168`'' Avenue Street was <br />completed, and staff indicated it was. <br />Hwy 10 <br />CR 12 <br />During the public hearing, no one spoke for or against the request <br />Figure I <br />and staff has not received any comments since the meeting.
