<br />Request for Action <br /> <br /> <br /> <br /> <br /> <br />To Item Number <br />Mayor and City Council 4.16 <br />Agenda Section Meeting Date Prepared by <br />Consent December 19, 2022 Lauren Wipper, Human Resources Manager <br />Item Description Reviewed by <br />2023 Compensation Plan Cal Portner, City Administrator <br />Reviewed by <br /> <br /> <br />Action Requested <br />Adopt, by motion, a resolution approving the 2023 Compensation Plan for Non-Organized Employees. <br /> <br />Background/Discussion <br />Attached is the 2023 Compensation Plan for Non-Organized Employees. Changes include: <br /> Four percent increase as approved in the 2023 budget and reflected in item #1 and the Pay Plan on the <br />final page of the document. It is also reflected in pay for paid on-call firefighters, police reserves, and <br />liquor store clerks and delivery drivers. <br /> New wastewater operators will start at the pay step commensurate with their license. No new operator will <br />start above pay step C. <br /> All non-union full-time and eligible part-time employees hired before July 1, 2018, have moved to the top <br />step of their pay grade so the paragraph referencing their step progression has been removed. <br /> Minimum wage has increased which is reflected in the pay for probationary firefighters. <br /> Pay rates have increased for firefighters instructing a class for the Fire Academy or department members <br />to earn or maintain a license or certification. <br /> The seasonal gardener position has been moved into item #8. <br /> To accommodate the market there are again a number of pay changes in the part-time, seasonal, and <br />temporary park and recreation and public works pay schedule. <br /> Three items referencing police captains have been removed as they are recognized in their union contract. <br /> Flexible Benefits Plan contributions – Approved at the October 3, 2022, Council meeting. <br /> <br />Financial Impact <br />All the compensation plan costs are accounted for in the approved 2023 budget. <br /> <br />Mission/Policy/Goal <br />The Elk River mission <br />Attachments <br /> Resolution <br /> 2023 Compensation Plan for Non-Organized Employees <br /> <br />The Elk River Vision <br />A welcoming community with revolutionary and spirited resourcefulness, exceptional <br /> <br />service, and community engagement that encourages and inspires prosperity. <br /> Updated: August 2020 <br />
