Item# 6.I.A

MEMORANDUM

TO: Mayor and City Council

FROM: Phil Hals, Street Department Superintendent

DATE: November 7,2005

SUBJECT: Snow and Ice Control Policy

Each fall the City Council is asked to review and adopt the City's snowplowing policy. This
policy sets the general guidelines as to how the City deals with snow and ice on City streets,
sidewalks, and parking lots.

There are 9 truck routes for streets, one loader for parking lots, one loader for cul-de-sacs,
one tractor for cul-de-sacs, one pickup for trails, one sidewalk plow and a contractor for cul-
de-sacs. Past practice has been for each route to be plowed in the same sequence or pattern
with the intention of plowing past the most homes in the least amount of time.

Except for very unusual conditions, plowing operations will start at 3:00 a.m. Each unit has
a designated priority route that takes about 2 hours to complete before starting on their
assigned residential route. A 4" to 6" snowfall will take about 10 hours to plow. Snow
hauling from designated areas and cul-de-sac plowing will be done on the day following the
completion of the residential plowing.

Recommendation:
City Council to adopt the attached snow and ice control policy.
