This <br />proposed right-of-way vacation was initiated by the City of Elk River in conjunction with the <br />MetroPlains development of the Bluff Block. The approved building plan has underground <br />parking which extends easterly into the right-of-way proposed to be vacated. The area in <br />question is approximately .12 acres and is an old site triangle area from the original <br />construction of Trunk Highway 10. The proposed vacation will have no affect on the <br />operation of Main Street or Parrish Avenue. The small utilities that are located in this right- <br />of-way would need to be relocated regardless, because of the underground parking <br />component of the Bluff Block development. <br /> <br />I would recommend approval of the proposed vacation so that the area vacated can be <br />attached to the Bluff Block. This will allow for the underground parking to be built within <br />the Bluff Block lot.
