Housing and Redevelopment Minutes Page 2 <br />November 7, 2022 <br />----------------------------- <br />5. Open Forum <br /> <br /> There was no one present for Open Forum. <br /> <br />6.1 HRA Housing Rehabilitation Loan Update <br /> <br />Mr. Mollan presented the staff report. <br /> <br />Chair Chuba asked the length of the current CEE agreement. <br /> <br />Mr. O’Neil stated the original agreement was for three years, and that agreement was <br />extended for one year. He indicated they will most likely renew again in one-year increments. <br /> <br />6.2 Officer and Committee Assignments <br /> <br />Mr. O’Neil presented the staff report. <br /> <br />Moved by Commissioner Swenson and seconded by Chair Chuba to appoint Jill <br />Larson-Vito to the Joint Finance Committee representing the Housing and <br />Redevelopment Authority. <br /> <br />Motion carried 4-0. <br /> <br />6.3 General Updates <br /> <br /> Mr. O’Neil presented the staff report. He discussed winterization of the Elk River Meats <br /> building, noting there would be building heat tape applied. Conversation of potential <br /> demolition of property will begin now. Timeline should be considered; is there an urgency <br /> now or wait for spring. He indicated he met with the Parks and Recreation Commission <br /> to discuss joint goals with this site and in general, this area, given the investment and success <br /> of the downtown park. There was some support from a conceptual level to working together <br /> to develop some concepts and ideas to identify a path to begin a planning process. <br /> <br /> Chair Chuba asked if staff received any comment after the HRA purchased the building. <br /> <br /> Mr. O’Neil indicated he had not, but the general feedback was positive. <br /> <br /> Chair Chuba asked if the public should be involved in future plans for the site. <br /> <br /> Commissioner Cannon was supportive of public input and felt it was important when <br /> factoring in the future plans for the site. Commissioner Cannon asked if any marketing <br /> would be distributed to the public. <br /> <br /> Mr. O’Neil stated nothing has been discussed yet. <br /> <br /> Commissioner Larson-Vito suggested using the Comprehensive Plan for valuable guidance. <br /> <br />
