Request for Action <br />To <br />Item Number <br />Mayor and City Council <br />8.1 <br />Agenda Section <br />Meeting Date <br />Prepared by <br />General Business <br />November 21, 2022 <br />Justin Femrite, P.E., Public Works Director <br />Item Description <br />Reviewed by <br />Consider Corridor of Commerce Grant Submittal <br />Cal Portner, City Administrator <br />Reviewed by <br />Action Requested <br />Approve, by motion, TH 10/169 improvements for a Corridors of Commerce Grant submittal. <br />Background/Discussion <br />A new round of Corridors of Commerce transportation project grants ($250M) is open until November 30. <br />At the October 17 Council meeting, Council expressed consensus for staff to work toward a potential project <br />submittal for improvements to TH 10/169. The layout was derived from concepts currently being developed but <br />not yet approved by MnDOT whose ultimate vision is converting TH 10/169 to a freeway style corridor. The city <br />prefers two interchanges and retaining some access at 171" Avenue and 173Td Avenue. <br />The Elk River Chamber of Commerce staff hosted a meeting with community stakeholders and our state <br />representatives on November 14. There seems to be community consensus regarding a need to plan for long term <br />improvements to TH 10/169, but there remains a gap in what those improvements should be. The proposal likely <br />won't yield 100% support of any option and also get MnDOT approval. <br />The application submittal does not come with a guarantee of an award. If successful, the project would go through <br />several years of development and refinement to include environmental review, preliminary design, right-of-way <br />acquisition, final design, and construction. <br />Financial Impact <br />There is no cost to submit the application.
