Request for Action <br />To <br />Item Number <br />Mayor and Council <br />4.9 <br />Agenda Section <br />Meeting Date <br />Prepared by <br />Consent <br />November 21, 2022 <br />Lori Ziemer, Finance Director <br />Item Description <br />Reviewed by <br />2023-2027 Capital Improvement Plan <br />Cal Portner, City Administrator <br />Reviewed by <br />Action Requested <br />Adopt, by motion, the 2023-2027 Capital Improvement Plan (CIP). <br />Background/Discussion <br />City staff and the Council have reviewed the proposed 2023-2027 CIP leading up to its adoption. During <br />work session, we reviewed the specific projects, costs, funding sources, and 5-year cash flow projections. <br />The CIP is a strategic planning document that is re-evaluated on an annual basis and upon each annual <br />update some projects will be deleted, added, or even delayed, reflecting community needs and the financial <br />ability to fund the project. <br />Approval of the CIP does not authorize spending or initiation of a given project, but the City Council simply <br />accepts and acknowledges the document with the provision that capital improvement planning is subject to <br />the dynamics of the community and other unanticipated needs. Projects presented in the CIP will come back <br />to Council for approval per the financial management policy. <br />A few highlights of the CIP for 2023 include: <br />■ 2023 street improvement project <br />■ Fire ladder apparatus <br />■ Roof replacement for city hall and public safety building <br />■ Morton Avenue drainage improvements <br />■ Lions Park playground <br />Financial Impact <br />Projects and funding sources are identified in the 2023-2027 CIP. <br />Mission/Policy/Goal <br />Develop a sustainable and prosperous community that reflects the culture of its citizens. <br />Attachments <br />■ 2023-2027 Capital Improvement Plan <br />AR <br />
