Meeting of the Elk River City Council <br />Held at the Elk River City Hall <br />Monday, October 17, 2022 <br />Members Present: Mayor John Dietz, Councilmembers Garrett Christianson, Mike <br />Beyer, Matt Westgaard, and Jennifer Wagner <br />Members Absent: None <br />Staff Present: City Administrator Calvin Portner, City Attorney Peter Beck, Public <br />Works Director/Chief Engineer Justin Femrite, Community <br />Development Director Zack Carlton, Engineering Project Manager <br />Brandon Wisner, Senior Planner Chris Leeseberg, City Clerk Tina <br />Allard, Multipurpose Facility Superintendent Tim Dalton, Parks and <br />Recreation Director Michael Hecker, Finance Director Lori Ziemer, <br />Fire Chief Mark Dickinson, Assistant Fire Chief of Operations Mark <br />Wandersee, Facility Maintenance Manager Rich Czech, and Records <br />Specialist Katie Porath <br />1. Call Meeting to Order <br />Pursuant to due call and notice thereof, the meeting of the Elk River City Council <br />was called to order at 6:26 p.m. by Mayor Dietz. <br />2. Pledge of Allegiance <br />Pledge of Allegiance was recited. <br />3. Consider Agenda <br />Moved by Councilmember Beyer and seconded by Councilmember <br />Westgaard to approve the agenda. Motion carried 5-0. <br />4. Consent Agenda <br />Mayor Dietz verified Item 4.4 for Morton Avenue Drainage did not include <br />assessments to the property owners. Mr. Wisner replied there were no assessments <br />to property owners. <br />Mayor Dietz asked about Item 4.5 if the $136,000 is the city's share of the design of <br />County Road 33 part of the $650,000 or in addition to that amount. Councilmember <br />Wagner asked if anything had changed since the last discussion. Mr. Femrite stated <br />the $136,000 was part of the $650,000 and confirmed that there were no changes <br />since the last meeting. <br />Mayor Dietz asked if Item 4.8 included cleanup of the animals. Mr. Carlton stated it <br />involved removing the cages and materials in addition to landscape and tree <br />
