Economic Development Authority Minutes Page 2 <br />September 19, 2022 <br />6. Public Hearings <br />There were no public hearing items. <br />7.1 2023 Budget and Goals <br />Mr. O'Neil presented the staff report. <br />Moved by Commissioner Westgaard and seconded by Commissioner Wagner <br />to approve the 2023 EDA budget and goals and Resolution 22-03 establishing <br />the EDA Tax Levy of $396,000 as outlined in the staff report. <br />Motion carried 6-0. <br />Commissioner Westgaard noted the need to amend the bylaws to adjust the budget <br />meeting schedule. <br />Mr. O'Neil acknowledged and stated they will be working on amending the bylaws to <br />align the budget meeting schedule. <br />7.2 General Updates <br />Mr. O'Neil presented the staff report. <br />Mr. Mollan asked the commission what they would like to present to the winner of <br />the Beautification Award. <br />The commission discussed possible ideas such as a bench in a park with a plaque on <br />the bench, a plaque with their name and the year they won in front of their business, <br />gift certificates, and city swag. The consensus of the Commission was to be flexible <br />with the business and offer them different options. <br />Mr. O'Neil provided an update regarding Project Singularity. The project resurfaced <br />with the project parameters such as the budget, employment and property size <br />increasing significantly. Unfortunately, the Elk River site was eliminated due to not <br />having the proper property size for the project. Mr. O'Neil stated staff he will be <br />looking at how to position land for opportunities in the future for larger projects. <br />The Together Elk River Campaign has been going smoothly, giving a positive <br />message regarding the 169-construction project and updates. <br />Expansion Solutions Magazine will have a digital ad placement with three different <br />aspects of the city highlighted on a rotating ad. <br />Mr. O'Neil and Mr. Mollan will be attending the following the Annual MN Car Expo <br />in October, the Consultant Forum in December which is focused on site selection <br />industry, and a training on best practices that the UMN Extension will be hosting. <br />rp1/ERRII 1 i <br />NA 1 UR <br />
