I. Project Understanding <br />Precipitation data collection has shown an increase in the number of short duration, high intensity <br />storms. The shorter duration storms give the Morton Ave subwatershed area far less time to <br />infiltrate water into the soil, stormwater runoff volumes increase, and critical infrastructure and <br />homes are potentially threatened. Couple this recent phenomenon with undersized stormwater <br />infrastructure and you have a recipe for disaster. Even 30 years ago, we may not have sized our <br />storm sewer and drainage systems for a 10-year design storm. Now that the 10-year storm has <br />become much more intense, the undersized infrastructure can't possibly manage the new runoff <br />volumes. So, bottlenecks are exposed, and the result is localized flooding. Stormwater runoff <br />from the Morton Avenue subwatershed accumulates and causes surface flooding at a regional low <br />point near 319 Morton Avenue. <br />A portion of the improvement costs may be assessed to benefiting property owners. Public <br />assessments applied to the properties described in this report are subject to the requirements of <br />Minnesota State Statute, Chapter 429 (MS 429). This Preliminary Engineering Report is the first <br />step in the special assessment process required by the MS 429 Statute if assessments are applied. <br />This report addresses the necessity for infrastructure improvements in the Morton Avenue <br />drainage area. Included in this report is a description of proposed improvements, along with the <br />estimated costs and assessments. The specific objectives of this report are to: <br />• Evaluate the need for the project. <br />• Determine the necessary infrastructure improvements. <br />• Prepare cost estimates and assessment rolls for the proposed improvements. <br />• Determine the feasibility of the improvements. <br />II. MS 429 Process and Proposed Schedule <br />As mentioned above, infrastructure improvements financed through the assessment of benefiting <br />property owners are regulated by Minnesota Statute, Chapter 429 (MS 429). The process <br />prescribed by MS Chapter 429 along with the proposed project schedule is described below. <br />The benefited parties submit a petition for the proposed improvements to the City Council or, as <br />in this case; the improvement process was authorized by the City Council without a petition. <br />An optional public open house was held to inform residents of concepts and receive input on <br />proposed improvements. <br />Completed: September 26, 2022 <br />The City Council held a work session to discuss the preliminary concepts of this study and evaluate <br />possible funding sources. <br />Estimated date: October 3, 2022 <br />The City Council passes a Resolution ordering preparation of a Feasibility Report to be completed <br />for the proposed project. <br />Estimated date: October 17, 2022 <br />Prepared by: Bolton & Menk, Inc.
