Request for Action <br />To <br />Item Number <br />Mayor and Ci T Council <br />4.4 <br />Agenda Section <br />Meeting Date <br />Prepared by <br />Consent <br />October 17, 2022 <br />Brandon Wisner <br />Item Description <br />Reviewed by <br />Morton Avenue Drainage Improvement Project <br />Cal Portner, City Administrator <br />for 2023 <br />Reviewed by <br />Cal Portner, City Administrator <br />Action Requested <br />Approve, by motion, the ordering of the Morton Avenue Drainage Improvement Project for 2023 with an <br />estimated total cost of $250,000 (as referenced in Option 2 of the Morton Avenue Drainage Study). <br />Background/Discussion <br />Following the work session discussion held on October 3, 2022, staff reviewed the Stormwater Utility Fund <br />Ordinance Sec. 78-402. — Purpose which states it is for "The administration, planning, analysis, installation, <br />operation, maintenance, and replacement of public drainage systems." <br />The city attorney reviewed the purpose and background of this utility fund and is in agreeance that it may be used <br />for a project like this since the intent is to conduct maintenance (pipe that crosses Main Street freezes, is smaller <br />than ideal size and is too shallow) therefore allowing for replacement. When the pipe is increased in size to <br />eliminate temporary flooding of Morton Avenue, a basin on the downstream end is needed to protect other <br />properties. Essentially, all improvements are tied to maintenance and replacement as listed in the beforementioned <br />ordinance section. <br />Staff agrees with this direction, and if approved, will add this as an add alternate to the 2023 Street Improvement <br />Project. <br />Financial Impact <br />Estimated $250,000 from the Stormwater Utility Fund.
