Request for Action To Item Number Mayor and Ci T Council 4.4 Agenda Section Meeting Date Prepared by Consent October 17, 2022 Brandon Wisner Item Description Reviewed by Morton Avenue Drainage Improvement Project Cal Portner, City Administrator for 2023 Reviewed by Cal Portner, City Administrator Action Requested Approve, by motion, the ordering of the Morton Avenue Drainage Improvement Project for 2023 with an estimated total cost of $250,000 (as referenced in Option 2 of the Morton Avenue Drainage Study). Background/Discussion Following the work session discussion held on October 3, 2022, staff reviewed the Stormwater Utility Fund Ordinance Sec. 78-402. — Purpose which states it is for "The administration, planning, analysis, installation, operation, maintenance, and replacement of public drainage systems." The city attorney reviewed the purpose and background of this utility fund and is in agreeance that it may be used for a project like this since the intent is to conduct maintenance (pipe that crosses Main Street freezes, is smaller than ideal size and is too shallow) therefore allowing for replacement. When the pipe is increased in size to eliminate temporary flooding of Morton Avenue, a basin on the downstream end is needed to protect other properties. Essentially, all improvements are tied to maintenance and replacement as listed in the beforementioned ordinance section. Staff agrees with this direction, and if approved, will add this as an add alternate to the 2023 Street Improvement Project. Financial Impact Estimated $250,000 from the Stormwater Utility Fund. This is included in the draft CUP document for 10/17/2022.
