UTILITIES COMMISSION MEETING
TO:FROM:
ERMU Commission Theresa Slominski –General Manager
HEMEETING DATE: AGENDA ITEM NUMBER:
October 11, 20226.1a
SUBJECT:
Staff Update
ACTION REQUESTED:
None
DISCUSSION:
I have less than 90 days remaining in my current role of General Manager, and much to
do. I plan to present a policy each of these next three months to finalize the rather
lengthy project of the policymanual overhaul. My predecessor, Troy Adams (and
Michelle Canterbury), took care of much ofthis project.Other projects are an internal
succession plan document and a staff engagement survey.

We received our medical insurance renewal for 2023 and the plan is increasing only
1.5%. Our dental insurance renewal for 2023 is increasing 15.1%, and our ancillary
insurances are increasing 11.1% combined, with life at 8.5% and disability at 12.1%.

The Board of Directors of the Minnesota Municipal Power Agency (MMPA) met on
September 27, 2022, at Chaska City Hall in Chaska, Minnesota and via videoconference.
Mary Stewart and Mark Hanson were in attendance. The public summary of the meeting
is below.
o The Board reviewed the Agency’s financial and operating performance for
August 2022.
o The Board discussed the current business environment.
o The Board discussed the status of renewable projects the Agency is pursuing.
o The Board discussed the Inflation Reduction Act and its impact on power
generation planning. The Act could benefit MMPA as it provides for direct
payment of incentives for renewable energy that have historically only been
available to taxable entities.
o The Board discussed the status of the Member Power Sales Agreement
extension. Since MMPA’s annual meeting in late July, six MMPA members have
extended their power sales agreements through 2060.
o There was an increase of 43 customers participating in the residential Clean
Energy Choice program from July to August. Customer penetration is at 4.0% of
members’ retail customers.
______________________________________________________________________________
Page 1 of 1
94
