Memorandum

To: Parks and Recreation Commission

From: Brent O’Neil, Economic Development Director

Date: September 29, 2022

Subject: HRA Property Downtown

The Housing and Redevelopment Authority (HRA) owns property along the 700 block of Main
Street which is presently used as parking, an electric vehicle charging station, and small pedestrian
amenities. The HRA has fielded recent inquiries about enhancing the space, which have suggested
improvements to the pedestrian amenities up to and including the possibility of a park-like plaza and
public restroom facilities. The HRA is starting to look at the viability of some of these potential
improvements. The site, or a portion of the site, has the potential for private redevelopment as well.

Given the proximity to River’s Edge Park and the Commission’s long-term vision of providing a
permanent restroom facility as well as potential mutual interest in enhancements that may benefit
both the downtown area and Parks, the HRA is requesting an opportunity to have an introductory
conversation on the topic with the Parks Commission. This would be a preliminary discussion about
jointly exploring the concept of Main Street enhancements further.
