Housing and Redevelopment Minutes Page 2 <br />September 6, 2022 <br />----------------------------- <br />6.1 HRA Housing Rehabilitation Loan Update <br /> <br />Mr. Mollan presented the staff report. <br /> <br />Commissioner Wagner asked when new loans come in, could CEE ask the applicants how <br />they heard about our program. She was interested in learning where they learn about our <br />program. <br /> <br /> Mr. O’Neil indicated he will ask CEE if they ask the question. <br /> <br /> Vice Chair Chuba asked about the redundancy of the reports in the staff report. <br /> <br /> Commissioner Swenson stated unless it is extraordinarily new information, she felt it was <br /> redundant. <br /> <br /> Mr. O’Neil stated he will work on condensing the report and if the HRA wishes, he can <br /> provide the full report by request. <br /> <br />6.2 Finalize 2023 HRA Budget <br /> <br /> Mr. O’Neil presented the staff report. He explained the changes made from the discussion <br /> at August’s budget meeting, adding a line item to the budget for Software Services cost split <br /> with the EDA for Placer Analytics software. He also explained the change in the downtown <br /> planters were now under the contract with Yarkworx and moved that to Contractual <br /> Services but wanted to leave some funds in the Downtown Permanent Fixtures line item of <br /> $500. He then explained how they modified the Performance Measures to align with Goals. <br /> <br /> Commissioner Ovall noted the change in Property Acquisition increasing the amount from <br /> $145,000 to $200,000 to make appropriate offers on properties. <br /> <br />Moved by Commissioner Wagner and seconded by Commissioner Swenson to adopt <br />Resolution 22-01 approving the 2023 HRA Budget as outlined in the staff report. <br /> <br />Motion carried 4-0. <br /> <br />6.3 General Updates <br /> <br />Mr. O’Neil presented the staff report. He reported an aphid infestation on the downtown <br />summer flower baskets. He complimented Yardworx who worked quickly to resolve the <br />issues with new fall baskets. He indicated there may be some preventative steps to take so it <br />may be prevented next year. <br /> <br />7. Adjournment <br /> <br />Vice Chair Chuba adjourned the HRA meeting at 5:47 p.m. <br /> <br /> <br />
