1. Will not endanger, injure or detrimentally affect the use and enjoyment of other property in the immediate vicinity or the public <br />health, safety, morals, comfort, convenience or general welfare of the neighborhood or the city. <br />The sign is located about 840’ from the nearest residential structure which greatly limits exposure to the lit <br />sign. The sign is also positioned approximately 50 feet behind (east) where a vehicle would be queued to <br />thth <br />make a turn onto Highway 169 from 217 and 219 Avenue. <br /> <br />With the standards set forth in Sec. 30-864 (e), the use will not endanger, injure or detrimentally affect the <br />use and enjoyment of other property in the immediate vicinity or the public health, safety, morals, <br />comfort, convenience or general welfare of the neighborhood or the city. <br /> <br />2. Will be consistent with the Comprehensive Plan. <br />The property the sign is located on has a land use designation of Rural Residential but the property that it <br />is adjacent to, which has the commercial business office/yard, is designated as Highway Business. The <br />Highway Business category allows for a wide variety of uses, including signs accessory to approved uses. <br />The use will be consistent with the Comprehensive Plan. <br /> <br />Staff does not see a need to impose specific conditions to satisfy this standard. <br /> <br />3. Will not impede the normal and orderly development and improvement of surrounding vacant property. <br />There are vacant parcels west of the subject parcel, across Highway 169, and the surrounding properties <br />on the east side of Highway 169 are developed to some level. The changeable copy sign will not impede <br />the normal and orderly development and improvement of that vacant property. <br /> <br />Staff does not see a need to impose specific conditions to satisfy this standard. <br /> <br />4. Will be served adequately by and will not adversely affect essential public facilities and services including streets, police and fire <br />protection, drainage, refuse disposal, water and sewer systems, parks and schools; and will not, in particular, create traffic <br />congestion or interference with traffic on adjacent and neighboring public thoroughfares. <br />The sign will not create traffic congestion or interfere with traffic on adjacent and neighboring public <br />thoroughfares. As stated in standard #1, the sign is positioned approximately 50 feet behind (east) where <br />thth <br />a vehicle would be queued to make a turn onto Highway 169 from 217 and 219 Avenue. It will not <br />interfere with motorists making turns. It is also setback approximately 85 feet from the drive lane of <br />Highway 169 which should not interfere with the traffic. <br /> <br />Staff does not see a need to impose specific conditions to satisfy this standard. <br /> <br />5. Will not involve uses, activities, processes, materials, equipment and conditions of operation that will be detrimental to any <br />persons or property because of excessive traffic, noise, smoke, fumes, glare, odors, dust or vibrations. <br />As was stated in Standard #1, the sign is located about 840’ from the nearest residential structure. With <br />the standards set forth in Sec. 30-864 (e), the use will not involve uses, activities, processes, materials, <br />equipment and conditions of operation that will be detrimental to any persons or property because of <br />excessive traffic, noise, smoke, fumes, glare, odors, dust or vibrations. <br /> <br />Staff does not see a need to impose specific conditions to satisfy this standard. <br /> <br /> <br /> <br /> <br /> <br />
