Highway 10 under existing <br />conditions consists of only one signalized intersection at Highway 10 and 171st Avenue. Each <br />alternative evaluated, requires the removal of the signal at this intersection. <br />Alternative 1 would require the addition of two signalized intersections on Highway 10. One of the <br />signalized intersections would be at Twin Lakes Road and the other would be in the south segment <br />of the corridor, at or near Jarvis Street. <br />Alternative 2 would require one to two additional signals along Highway 10. Under this alternative, it <br />was assumed RCIs were at the intersections of Highway 10 and Twin Lakes Road and Highway 10 <br />and Jarvis Street. Using the projected future daily traffic volumes with the Federal Highway <br />Administration: Restricted Crossing U-Turn Intersection Informational Guide, control needs were <br />evaluated for these two RCI locations. The RCI control thresholds along with the future intersection <br />daily volumes are shown in Figure28. Based on this figure, the Twin Lakes Road RCI would need to <br />be signalized, and the Jarvis Street RCI is right at the threshold of needing to be signalized. Year <br />2045 peak hour capacity analysis was performed at the Highway 10 and Jarvis Street RCI to <br />determine if this location would have acceptable operations as an unsignalized RCI. Year 2045 peak <br />hour analysis showed that location would have poor operations as an unsignalized RCI (shown in <br />AppendixD). <br />Alternative 3 is the grade separated alternative, eliminating all at -grade intersections on Highway 10. <br />Under this alternative there will be no signalized intersections on Highway 10. <br />a �Hway <br />
