("Tekstar") conditional authority to provide <br />facilities-based local exchange services areas in certain areas in the above referenced docket. The <br />Commission Order in this docket requires Tekstar to: <br />1) have an approved interconnection agreement with the incumbent local exchange carrier serving the <br />areas; <br />2) have an approved 911 plan for the affected area(s); and <br />3) have an approved tariff for the affected area(s) prior to offering service. <br />The purpose of this filing is to inform the Comrr�ission that Tekstar has entered a resale agreement with <br />a facilities-based CLEC with a statewide service area. This arrangement allows Tekstar to choose <br />whether to build or lease v✓hen serving specific axeas. Should Tekstar choose to build facilities in these <br />areas, Tekstar will obtain interconnection with the ILEC serving those areas. Otherwise Tekstar will <br />resell a CLEC's services in that area, obviating the need for Tekstar to obtain an ICA with the ILEC <br />serving that area.
