<br />V. Risk Assessment <br /> <br />A team led by representatives of the new PMOC from Jacobs Civil visited the <br />NPO on August 2 and 3 to review project documentation. The team returned <br />August 9 through 11 for an on-site document review and corridor tour and <br />September 8 and 9 for a readiness assessment. As shown in the schedule for <br />Northstar entry into final design, they will produce a Scope, Schedule and Cost <br />report by September 15 enabling FT A to decide if the Risk Assessment should <br />proceed. If so, a tentative schedule for the process was prepared which is also <br />included in the above schedule. The process is scheduled to conclude in mid <br />November. <br /> <br />VI. Property Acquisition <br /> <br />The acquisition of real estate for the commuter rail stations will be funded by a <br />grant from the Metropolitan Council, as well as grants from Mn/DOT of federal <br />funds. <br /> <br />The NCDA initially requested its member regional railroad authorities of Anoka, <br />Hennepin and Sherburne Counties to acquire the necessary property for the <br />commuter rail stations and the maintenance facility on behalf of the Northstar <br />Project. The NCDA would provide grant funding for the property acquisition to <br />the regional railroad authorities. In order to transfer such funds to the regional <br />railroad authorities, it is necessary to enter into subrecipient agreements, <br />incorporating the terms and conditions of the grant agreements. On August 4, <br />2005, the NCDA authorized its Chair to finalize negotiations and execute <br />subrecipient agreements with Anoka County Regional Railroad Authority, <br />Hennepin County Regional Railroad Authority and Sherburne County Regional <br />Railroad Authority to provide funding for the acquisition of the necessary <br />property for commuter rail stations and the maintenance facility. <br /> <br />Based on feedback from FTA on the Project's Real Estate Plan, the above <br />strategy is under review.
