<br />Principles for Commuter Rail Operations <br /> <br />1. If the Metropolitan Council/Metro Transit is the operating agency, the <br />expanded jurisdiction of the Metropolitan Council into Sherburne <br />County would be limited to commuter rail operations. <br /> <br />2. The operating agency should be capable of establishing seamless <br />interfaces with other modes of transit. <br /> <br />3. In order to establish the most cost-effective system, the governance <br />structure should: <br /> <br />a) Avoid duplication of services (e.g. fare collection, service <br />planning, transit police, etc.) and duplicate facilities (e.g. <br />communications and control center); and <br /> <br />b) Maximize use of existing facilities and experienced personnel. <br /> <br />4. The operating agency must have the legal authority to enter into the <br />necessary long-term agreements with BNSF. <br />
