MEMORANDUM <br />To: Mayor, City Council and Planning Commissioners <br />From: Stephen Rohlf, Cornerstone Auto Resource <br />Date: May 26, 2022 <br />Subject: Conditional Use Permit for an Oil Change Facility - Cornerstone Auto <br />Resource <br />Cornerstone Auto is requesting a conditional use permit to allow a 74 foot by 170 foot Ford <br />branded oil change facility called a "QuickLane". Besides oil changes, light mechanic work e.g. <br />tire rotations, etc. will be done. After construction, Cornerstone Auto's existing QuickLane will <br />be used for regular mechanic work. Construction on this new building will begin in the spring of <br />2023. <br />Fully staffed, 15 to 30 full and part time people will be employed. The proposed hours of <br />operation are: lam to 8pm Monday through Thursday, lam to 6pm on Fridays and lam to 5pm <br />on Saturday. The site is proposed to have 60 parking stalls, including two next to the customer <br />area for electric vehicle charging. <br />The mechanic area will be constructed with concrete tip -up panels. The customer area facing the <br />streets will be made of architectural metal panels and storefront glass. Similar materials as the <br />existing QuickLane area on this site. The attached drawings have colored elevations of the <br />building. <br />The signage from the existing QuickLane, consisting of two wall signs, will be relocated to the <br />new building. Both wall signs will be placed on the southwest corner of the new building, one <br />facing 171St Avenue and the other facing Highway 10. The building may also include a <br />"Cornerstone" round logo on the east wall. All three wall signs are within the City requirements. <br />We do have a need for used tire storage, which is proposed in a covered accessory structure <br />made from the same material as the principal structure. The proposal should meet all applicable <br />City of Elk River design standards. <br />
