The property is zoned I1-Light Industrial where Outdoor Storage requires a Conditional Use Permit (CUP). As a <br />result of a complaint regarding the products stored outside, the applicant has applied for a CUP for outdoor <br />storage. <br />The applicant is proposing to utilize the parking lot on the west side of the property for the outdoor storage and <br />fencing it on three sides. This would displace 10 parking stalls, but they can be relocated to the east side of the <br />property. Staff recommends the area be fenced on all sides to meet the requirements in Section 30-807. <br />The applicant has been utilizing two temporary structures for storage. One is in the northwest corner of the site <br />and the other in the northeast corner. The applicant has requested to continue to use these in the interim. Staff <br />recommends the two temporary outdoor storage structures be removed from the property two years after city <br />council approval of the CUP. Staff also recommends the one located in the northwest corner be relocated next to <br />the other temporary storage structure. <br />Applicable Regulations <br />In approving a Conditional Use Permit, the council may impose such specific conditions with regard to the <br />development or operation of the proposed use as it considers necessary to satisfy the seven standards set forth in <br />Section 30-654 and the requirements contained in this article and to promote compatibility with and minimize any <br />potentially adverse effects upon adjacent properties, the neighborhood or the city. <br />The issuance of a Conditional Use Permit can be ordered only if the use at the proposed location: <br />1. mill not endanger, injure or detrimentally affect the use and enjoyment of other property in the immediate vicinity or the public <br />health, safety, morals, comfort, convenience orgeneral welfare of the neighborhood or the city. <br />Outdoor storage has been present on the site for several years and with an approval of the CUP and <br />screening measures, the use will not endanger, injure or detrimentally affect the use and enjoyment of <br />other property in the immediate vicinity or the public health, safety, morals, comfort, convenience, or <br />general welfare of the neighborhood or the city. <br />Staff recommends a 6-foot tall, 100% opaque fence be installed, and all outdoor storage must occur in the <br />fenced in area or within the two temporary structures. No product can be stored behind the building, on <br />top of the two temporary structures, or higher than the top of the fence. <br />2. mill be consistent nvith the comprehensive plan. <br />The property is guided for Business Park where certain amounts of outdoor storage are expected.
