The property is zoned I1-Light Industrial where Outdoor Storage requires a Conditional Use Permit (CUP). As a
result of a complaint regarding the products stored outside, the applicant has applied for a CUP for outdoor
storage.
The applicant is proposing to utilize the parking lot on the west side of the property for the outdoor storage and
fencing it on three sides. This would displace 10 parking stalls, but they can be relocated to the east side of the
property. Staff recommends the area be fenced on all sides to meet the requirements in Section 30-807.
The applicant has been utilizing two temporary structures for storage. One is in the northwest corner of the site
and the other in the northeast corner. The applicant has requested to continue to use these in the interim. Staff
recommends the two temporary outdoor storage structures be removed from the property two years after city
council approval of the CUP. Staff also recommends the one located in the northwest corner be relocated next to
the other temporary storage structure.
Applicable Regulations
In approving a Conditional Use Permit, the council may impose such specific conditions with regard to the
development or operation of the proposed use as it considers necessary to satisfy the seven standards set forth in
Section 30-654 and the requirements contained in this article and to promote compatibility with and minimize any
potentially adverse effects upon adjacent properties, the neighborhood or the city.
The issuance of a Conditional Use Permit can be ordered only if the use at the proposed location:
1. mill not endanger, injure or detrimentally affect the use and enjoyment of other property in the immediate vicinity or the public
health, safety, morals, comfort, convenience orgeneral welfare of the neighborhood or the city.
Outdoor storage has been present on the site for several years and with an approval of the CUP and
screening measures, the use will not endanger, injure or detrimentally affect the use and enjoyment of
other property in the immediate vicinity or the public health, safety, morals, comfort, convenience, or
general welfare of the neighborhood or the city.
Staff recommends a 6-foot tall, 100% opaque fence be installed, and all outdoor storage must occur in the
fenced in area or within the two temporary structures. No product can be stored behind the building, on
top of the two temporary structures, or higher than the top of the fence.
2. mill be consistent nvith the comprehensive plan.
The property is guided for Business Park where certain amounts of outdoor storage are expected. The
use will be consistent with the Comprehensive Plan.
Staff does not see a need to impose specific conditions to satisfy this standard.
3. mill not impede the normal and orderly development and improvement of surrounding vacant property.
As there is no vacant land in the area, the use will not impede the normal and orderly development and
improvement of surrounding vacant property.
Staff does not see a need to impose specific conditions to satisfy this standard.
