completely alleviate noise, the recommended distances follow those outlined in Section 74-157 - Operation <br />within the city limits, ATVs. <br />Orderly Development <br />Staff recommended no motorized events shall occur within 1,000 feet of any residence, livestock shelter, <br />and/or arena, regardless of when they are erected. It is understood this could impact future uses on the subject <br />parcels, but this condition was included to ensure that normal and orderly development of surrounding <br />properties will not be impacted. Preserving the ability for adjacent properties to develop is an ordinance <br />standard for issuance of a CUP. <br />These requirements, as outlined in Section 74-157, are what all properties in the city need to follow. The <br />applicant requested additional information regarding how this condition/requirement might affect their <br />property. Since the meeting, staff has supplied them with an exhibit showing how neighboring development <br />could affect the placement of tracks/trails. <br />The commission had no concern with this recommendation. <br />Environmental <br />The subject parcels included in the CUP request have a significant number of wetlands throughout. The <br />applicant is completing a wetland delineation on the parcels shown on the exhibit labeled "Wetland <br />Delineations". Section 30-1852 of the ordinance outlines setbacks from wetlands. While the site plan dated <br />May 16, 2022, shows the approximate locations of existing and future trails, staff will continually work with the <br />applicant on the location of future trials to ensure they are not impacting wetlands and/or required <br />buffers/setbacks. Other development/structures not shown on the site plan dated May 16, 2022, will require <br />an amendment to the CUP. <br />The Planning Commission recommended approval of the CUP by a 4-1 vote with Commissioner Beise <br />opposing. <br />Other than the applicant and the commission, no one spoke at the June 26, 2022, meeting.
