<br /> <br />o <br /> <br />o <br /> <br />Planning Commission Minutes <br />February 28, 1984 <br />Page Five <br /> <br />Discussion was held regarding the Whites conducting hayrides from their campground, <br />and the care and housing of horses. Mr. White indicated that they had only four <br />horses and that there was no problem with care and maintenance of these horses at <br />the present time. <br /> <br />Chairman Tracy questioned Mr. White whether he had people living in his campground <br />in year-round camping trailers. Mr. White indicated that construction people working <br />in the area would sometimes come with their families and stay for a few months in <br />his campground. Rick Breezee indicated that he had driven through the campground <br />for inspection purposes at various times and he felt it was evident that a number <br />of sites were being used for more than just camping, and also indicated that he <br />felt there were sites set up for year-round use. Rick Breezee further indicated <br />that this use is not intended as a mobile home park. <br /> <br />Chairman Tracy indicated that he felt there should be a recommended amount of time <br />as to how long people can stay at the campground legally. Commissioner Pearce <br />questioned whether a special permit could be granted for people who are working <br />in the area for an extended period of time. <br /> <br />Rick Breezee indicated that this would not be feasible because of the building Code <br />and the restrictions placed on a permanent residential facility. Commissioner Wille <br />indicated that he disagreed with Mr. Breezee because Mr. White has a campground <br />and that people may want to camp in the winter time. Mr. Breezee indicated that he <br />had no problem with people camping in the winter, but that he did have a problem <br />with people staying at the campground indefinitely, because the.campground does <br />not meet the building code, HUD standards, or the proper zoning. <br /> <br />It was the general consensus of the Planning Commission that the campground be <br />used for camping only, and that it not be used as a permanent residency. The <br />Planning Commissioners further consented to not put this in the motion but to <br />wait for an interpretation from the City Attorney, and that the City Council <br />could then include it in thei:r motion if they so desired. <br /> <br />Rick Breezee indicated that he felt that what the Whites have done to the camp- <br />ground is a positive influence on the City of Elk River. <br /> <br />COMMISSIONER PEARCE MOVED TO RECOMMEND TO THE CITY COUNCIL THAT WAPITI PARK CAMP- <br />GROUND LOCATED AT 18746 TROY STREET, BE GRANTED A CONDITIONAL USE PERMIT TO ALLOW <br />THE OPERATION OF THE CAMPGROUND IN A R-lB ZONE WITH THE FOLLOWING CONDITIONS: <br />1) THAT A MUTUAL ROAD EASEMENT AGREEMENT ACCORDING TO SECTION 1008.14(0) OF <br />THE CITY CODE BE SIGNED. <br /> <br />2) THAT THE NUMBER OF CAMPSITES WITHIN THE CAMPGROUND BE 109, AND THAT THERE <br />ALSO BE 20 TENT SITES, AND THAT NO ADDITIONAL CAMPSITES BE ADDED. <br /> <br />3) THAT THE HOURS OF OPERATION OF THE CAMP AREA BE FROM 8:00 A.M. TO 11:00 P.M. <br /> <br />4) THAT MINOR MAINTENANCE AND REPAIR OF RECREATIONAL VEHICLES BE RESTRICTED TO <br />CUSTOMERS CAMPING IN THE CAMPGROUND, AND ALSO THAT THIS BE RESTRICTED TO <br />EMERGENCY SITUATIONS ONLY. <br /> <br />5) THAT THE STORE AND RESTAURANT FACILITY LOCATED IN THE CAMP AREA BE PRIMARILY <br />FOR THE USE OF THE CAMPGROUND AND THAT THESE FACILITIES SHOULD NOT BE EXPANDED. <br />
