<br /> <br /> <br />o <br /> <br />ELK RIVER PLANNING COMMISSION MEETING <br />APRIL 23, 1985 <br />PAGE TWO <br /> <br />Commissioner Fuchs questioned whether scrap material would be stored outside the <br />building. Mr. Boyd stated that he would have a dumpster which would be picked up <br />once a week for scrap material. <br /> <br />Commissioner Wilson questioned how often deliveries of the materials would occur <br />and indicated that he was concerned about the amount of traffic that would be <br />added to the area. Mr. Boyd indicated that there could possibly be several large <br />deliveries per week. <br /> <br />Commissioner Merrick questioned the possibility of other outside employees and <br />also brought up the questions as to available parking for customers. Mr. Boyd <br />stated there was plenty of room for customer off-street parking and further stated <br />that he would be having outside employees. <br /> <br />COMMISSIONER TEMPLE MOVED TO RECOMMEND TO THE CITY COUNCIL THAT A CONDITIONAL USE <br />PERMIT BE GRANTED TO MR. DARREL BOYD FOR A HOME OCCUPATION CONSISTING OF A WOOD- <br />WORKING BUSINESS FOR THE AREA DESCRIBED AS THE W~ OF THE W~ OF THE NW~ OF THE SW~ <br />OF SECTION 14, TOWNSHIP 33, RANGE 26, IN THE CITY OF ELK RIVER AND THAT THE <br />CONDITIONAL USE PERMIT BE SUBJECT TO A REVIEW IN TWO YEARS. COMMISSIONER OSTER <br />SECONDED THE MOTION. <br /> <br />Commissioner Wilson stated his concern regarding the woodworking operation developing <br />into more of a business operation and indicated he felt a commercial zone would be <br />more appropriate. Commissioner Wilson further indicated he would like to see it <br />reviewed in one year's time. Commissioner Wilson further stated he felt a residential <br />neighborhood was not a place for this kind of traffic. <br /> <br />Discussion was held regarding the number of employees Mr. Boyd would require. <br />Mr. Boyd indicated that there would probably be a need for 5 or 6 outside employees. <br /> <br />THE MOTION PASSED 7-0. <br /> <br />CHAIRMAN TRALLE MOVED TO AMEND THE MOTION TO INCLUDE NO MORE THAN THREE OUTSIDE <br />EMPLOYEES. COMMISSIONER WILLE SECONDED THE MOTION. THE MOTION PASSED 7-0. <br /> <br />4. Preliminary and Final Plat Review for Single Family Housing at the Elk River Plaza <br />Second Addition/Public Hearing. <br /> <br />Mr. Mel Beaudry indicated that he was a representative of Barthel Realty and Construc- <br />tion, and was before the commission for a preliminary and final plat review for <br />single family housing to be located on Freeport Avenue on Lot 2, of Block 1 of the <br />Elk River Plaza Addition. Mr. Beaudry stated that the area would be called <br />Presidential Estates. Mr. Beaudry further indicated that Barthel Realty and <br />Construction would be requiring attached garages for each of the homes and <br />further stated that they would have eight different styles for the people to <br />choose from. Mr. Beaudry indicated that Barthel would be the only builders in <br />this project so the houses would be built with conformity. <br /> <br />Discussion was held regarding black top driveways being required, sodding of the <br />front and side yards, attached garages and no high fences located in the alleys. <br />Discussion was also held regarding outside storage of mobile homes and travel <br />trailers in the yards. Mr. Mel Beaudry indicated that the number of homes in the <br />area has been decreased from 50 to 45 so that the lots would be larger, but as for <br />the storage of recreational vehicles in the yards, Barthel Realty has not considered <br />this item yet. Chairman Tralle indicated that he would like a decision regarding <br />the storage of recreational vehicles by the May 6th City Council Meeting. <br />
