<br /> <br />o <br /> <br />o <br /> <br />Elk River Planning Commission Minutes <br />February 26, 1985 <br />Page Two <br /> <br />Discussion was held regarding the boutique part of the home occupation. It was <br />felt that boutiques draw large crowds and are not compatible with antiques. It <br />was further indicated that a boutique sale was somewhat like a garage sale and <br />needed no licensing. <br /> <br />Mr. Burley indicated that the signage would be on his dwelling property and would <br />be in compliance of the City's Ordinance. Mr. Burley stated there would be no <br />outside employees; strictly family operating the business. <br /> <br />Commissioner Oster indicated he felt a time limit of one year on Mr. Burley's <br />conditional use permit would be appropriate. Commissioner Oster stated that <br />if there are any problems regarding the boutique or traffic, it could be dealt <br />with at that time. <br /> <br />COMMISSIONER OSTER MOVED TO RECOMMEND TO THE CITY COUNCIL TO GRANT A CONDITIONAL <br />USE PERMIT FOR MR. ROBERT BURLEY OF 825 XENIA AVENUE TO OPERATE ANTIQUE AND BOUTIQUE <br />SALES FROM HIS HOME WITH THE FOLLOWING CONDITIONS: <br /> <br />1. THAT THE CONDITIONAL USE PERMIT BE REVIEWED IN ONE YEAR. <br /> <br />2. THAT THE HOURS OF OPERATION BE FROM 10:00 A.M. TO 5:00 P.M. DURING THE WEEK <br />AND FROM 10:00 A.M. TO 9:00 P.M. DURING THE WEEKEND. <br /> <br />3. THAT 11IERE BE NO OUTSIDE EMPLOYEES. <br /> <br />4. THAT THE PROVISIONS OF THE CITY ORDINANCE BE MET WITH REGARDS TO SECTION <br />900.20(3) FOR PARKING AND APPEARANCE. <br /> <br />COMMISSIONER WILLE SECONDED THE MOTION. THE MOTION PASSED 7-0. <br /> <br />5. Ordinance Amendment to Allow Veterinary Clinics in an R-l Zone/Public Hearing <br /> <br />Chairman Tralle indicated that at the last Planning Commission meeting there was <br />a concept presented to the Planning Commissioners for a veterinary clinic to be <br />located on five acres of land which is currently owned by the City of Elk River, <br />on Highway #169. Chairman Tralle further indicated that presently the zoning <br />designation for this land is R-lb/single family residential, and veterinary <br />clinics are not allowed in this zoning designation. Chairman Tralle indicated <br />that the request before the Planning Commission was to change the uses allowed <br />in an R-l zone to include veterinary clinics as a principal or conditional use. <br /> <br />Chairman Tralle opened the public hearing. <br /> <br />Commissioner Pearce stated that he felt this change should not be limited to <br />veterinary clinics but also to human clinics. He felt this should be looked at <br />with a much broader scope. <br /> <br />Attorney Cliff Lundberg indicated that he felt veterinary clinics were an intrusive <br />use in a residential zone. <br /> <br />Discussion was held regarding whether or not veterinary clinics would be desireable <br />in other R-l zoned areas in the City. <br />
