<br />. <br /> <br />. <br /> <br />. <br /> <br />PAGE 10 <br /> <br />Planning Commission Minutes <br />November 25. 1986 <br /> <br />Mr. Rohlf reviewed the six requirements for the expansion of the shopping <br />center as outlined in his memo to the Planning Commission dated November <br />20. 1986. with the following comments being noted: <br /> <br />(1) Forty apartment units have been constructed and will be occupied by <br />February 1. 1987. and seven single family residences have been <br />built. Mr. Rohlf stated that he feels the intent has been met to <br />complete the required fifty housing units and soon will exceed that <br />amount. <br /> <br />(2) The shopping center is 89.7% occupied and the developer has provided <br />two letters of intent to lease space. Again. the intent for 90% <br />occupancy has been met. <br /> <br />(3) An easement agreement was entered into some time ago. The <br />developer will provide the documentation for proof. <br /> <br />(4) 7.55 acres with 566 parking stalls will be provided. <br /> <br />(6) This requirement has been met. Staff will double check to be sure a <br />pizza restaurant is allowed. <br /> <br />Discussion was carried on regarding the Fire Chief's recommendation. <br />drainage. signage. lighting and hours. <br /> <br />Commissioner Fuchs noted that he has received a complaint that the <br />lighting on the Pamida store which is directed to the east is too bright. <br /> <br />COMMISSIONER KIMBALL MOVED APPROVAL OF THE SITE PLAN FOR THE ELK RIVER <br />SHOPPING CENTER EXPANSION WHICH INCLUDES UP TO A FIVE HOUSE MOVIE THEATER <br />AND FOOD RETAIL. AS PRESENTED. WITH THE FOLLOWING CONDITIONS: <br /> <br />(1) THAT THERE BE A TWENTY FOOT FIRE LANE IN THE BACK OF THE BUILDING. <br />AND SUFFICIENT LOADING AREA IN THE FRONT OF THE BUILDING. <br /> <br />(2) THAT THE LANDSCAPING BE DONE AS SHOWN ON THE SITE PLAN. <br /> <br />(3) THAT THE LIGHTING NOT INTERFERE WITH HIGHWAY TRAFFIC OR NEIGHBORING <br />RESIDENCES. <br /> <br />(4) THAT SIGNAGE BE PERMITTED IN ACCORDANCE WITH THE SIGN AGREEMENT FOR <br />THE SHOPPING CENTER. AND THAT ANY. SIGNAGE OTHER THAN ALLOWED IN THE <br />AGREEMENT WILL REQUIRE PLANNING COMMISSION AND CITY COUNCIL <br />APPROVAL. <br /> <br />COMMISSIONER KROPUENSKE SECONDED THE MOTION. THE MOTION PASSED 6-0. <br />
