Streamlined Permitting <br /> <br />Perhaps the most important tool in successful <br />implementation of a design-based code is the facili- <br />tation of permits. Requiring developers to submit <br />to design requirements, particularly in an area <br />. where they are relatively new, and then sending <br />their development application through a rigorous <br />publiC: process is the equivalent of hitting them <br />, With two sticks. <br /> <br />.' ~ general, developers are much more willing to <br />. bide by design guidelines if they know that com- <br />pliance will assure a permit.
