DEPARTMENT OF
TRANSPORTATION
March 14, 2022
Jennifer Green
City of Elk River
13065 Orono Parkway
Elk River, Minnesota 55330
SUBJECT: Vinje Investments LLC
MnDOT Review #PRE22-002
NE quad of US 10 and 167th Ave NW
Control Section: 7101
Elk River, Sherburne County
Jennifer Green,
Metropolitan District
1500 County Road B-2 West
Roseville, MN 55113
The Minnesota Department of Transportation (MnDOT) has reviewed the preliminary planning
documents for the proposed development by Vinje Investments LLC. This is only a preliminary review,
as plans are further developed, we will need to review the updated/more detailed information with a
longer period to assess. Before any further development, please address the following.
Traffic Engineering
MnDOT operates and maintains the traffic signal at Trunk Highway 10 & 171st Avenue Northwest. That
signal already has capacity issues, and although it runs free 24/7, it has a lot of time dedicated to
mainline to keep things moving. The cross street time is limited and, at times can have cycle failures due
to the limited number of approach lanes going westbound on Twin Lakes Road. MnDOT did not see any
traffic estimates submitted for this development, so it is hard to determine the impact on the existing
signal system.
For questions regarding these comments, contact Ashley Hansen, Metro Traffic Engineering, at
Ashley.Roup@state.mn.us or 651-234-7815.
Walking and Biking
Consider creating accessible pedestrian and bicycle connections to the sidepath (trail) along Twin Lakes
Parkway and integrating travel for all modes within the development.
For questions regarding this comment, contact Jesse Thomsen, Metro Multimodal, at
Jesse.Thomsen@state.mn.us or 651-234-7788.
Review Submittal Options
MnDOT's goal is to complete reviews within 30 calendar days. Review materials received electronically
can be processed more rapidly. Do not submit files via a cloud service or SharePoint link. In order of
preference, review materials may be submitted as:
Email documents and plans in PDF format to metrodevreviews.dotkstate.mn.us. Attachments
may not exceed 20 megabytes per email. Documents can be zipped as well. If multiple emails are
necessary, number each message.
