<br />. <br /> <br />. <br /> <br />. <br /> <br />Planning Commission Minutes <br />June 10, 1986 <br /> <br />Page Two <br /> <br />informed the Planning Commission that he wished to construct a body shop in <br />an separate building from Country Chrysler's sales building. The Planning <br />Commission felt this was a good ideal for safety reasons. Mark Corey was in <br />contact with Steve Rohlf, staff member prior to the meeting and the site plan <br />was well done so the Planning Commission did not have a lot of concerns with <br />it. One of the staff's recommendations was that everything on the site plan <br />that wasn't drive or parking lot be landscaped with at least grass. Country <br />Chrysler informed the Planning Commission that it was sugar sand out there <br />and it was hard to get grass to grow and preferred to tar it. <br /> <br />Commissioner Fuchs did not want an over abundance of tar for drainage <br />reasons. Country Chrysler agreed to bring in some black dirt and at least <br />try to get grass established in the non-parking areas. <br /> <br />COMMISSIONER FUCHS MOVED TO APPROVE THE SITE PLAN AS DRAWN CONTINGENT UPON <br />THE CITY COUNCIL APPROVING THE ORDINANCE AMENDMENT. COMMISSIONER BARRETT <br />SECONDED THE MOTION. THE MOTION PASSED 5-0. <br /> <br />Stephen Rohlf informed Country Chrysler that there would be a fee associated <br />with the site plan review and he was recommending $50.00. He also informed <br />them that the Council would have to set this fee but it could be paid at a <br />later date. <br /> <br />5. Site Plan Review for Apartment Complex by Leonard Babinski <br /> <br />Mr. Leonard Babinski proposed to <br />located on the west end of School <br />with staff earlier so most of <br />eliminated. <br /> <br />build three twenty-four unit apartments <br />Street. Mr. Babinski had been in contact <br />the concerns with the site plan were <br /> <br />Phil Hals and Tom Zerwas, City staff, indicated they wished to only see two <br />ways in and out of the apartment complex to avoid traffic problems. Mr. <br />Babinski site plan showed only two ways in and out. <br /> <br />Staff member, Stephen Rohlf, informed Mr. Babinski that for these buildings <br />to be sold separately in the future they would have to be split. Mr. <br />Babinski indicated he had no thought of selling them separately. The Building <br />and Zoning Administrator indicated that the density units per acre were in <br />keeping with the Elk River City Ordinance and that the site plan in general <br />met the standards of the ordinance and the standards and conditions set forth <br />in Section 900.42 of the Elk River City Ordinance. Mr. Babinski was also <br />told by Stephen Rohlf that the Council may also require a site plan review <br />which could possibly be on Monday night's meeting, June 16, 1986. <br /> <br />COMMISSIONER BARRETT MOVED TO APPROVE MR. BABINSKI'S SITE PLAN CONTINGENT <br />UPON THE COUNCIL APPROVAL OF THE ORDINANCE AMENDMENT. COMMISSIONER FUCHS <br />SECONDED THE MOTION. THE MOTION PASSED 5-0. <br />
