THAT THE COUNCIL CONSIDER MR. MAURER'S RECOMMENDATION THAT NO PERMITS BE ALLOWED IN THE PLAT UNTIL THE CONCRETE CURB AND GUTTER AND FIRST LIFT OF TAR I S ACCOMPLI SHED AT THE TIME OF FINAL PLAT APPROVAL. 10. THAT THE FUTURE EXTENSION OF THE FRONTAGE ROAD TO THE SOUTHERN BOUNDARY OF THE PLAT BE ROUGH GRADED AND SEEDED AS PART OF THE PLAT AT THIS TIME. H. THAT THE ROADS IN THE PLAT FOLLOW THE GRID SYSTEM. 12. THAT SOIL BORINGS BE REQUIRED PRIOR TO BUILDING PERMITS BE ISSUED WHERE FILL HAS BEEN USED WITHIN THE PLAT. COMMI SSIONER MORTON SECONDED THE MOTION. THE MOTION CARRIED 5-0. 12. Consideration of the City's Development Program by Commission the Planning The Planning Commission reviewed the City's Development Program and offered the following comments to the Council: . 1. The Planning Commission liked the development program as prepared. 2. The Planning Commisson felt that Tax Increment Funding was a necessary tool but should be used properly. and cautioned the Council not to get extended beyond their means so that the tax payers could get stuck with the bill. 3. The Planning Commission stated that Tax Increment Funding should be used only for essential services. 13. Planning Commission Representative to Attend Council Meeting on 12/21/87 It was indicated that represent the Planning meeting. Chairman Wilson Commission at and the Commissioner Fuchs would 12/21/87 City Council 14. Adj oumme~t There being no further business. COMMISSIONER KROPUENSKE MOVED TO ADJOURN THE MEETING OF THE ELK RIVER PLANNING COMMISSION. COMMISSIONER KIMBALL SECONDED THE MOTION. THE MOTION CARRIED 5-0.
