THAT A $33,000 LETTER or CREDIT IS ESTABLISHED IN FAVOR OF THE CITY <br />OF ELK RIVER FOR THE IMPROVEMENT WITHIN THE PLAT. <br /> <br />g. THAT THE COUNCIL CONSIDER MR. MAURER'S RECOMMENDATION THAT NO <br />PERMITS BE ALLOWED IN THE PLAT UNTIL THE CONCRETE CURB AND GUTTER <br />AND FIRST LIFT OF TAR I S ACCOMPLI SHED AT THE TIME OF FINAL PLAT <br />APPROVAL. <br /> <br />10. THAT THE FUTURE EXTENSION OF THE FRONTAGE ROAD TO THE SOUTHERN <br />BOUNDARY OF THE PLAT BE ROUGH GRADED AND SEEDED AS PART OF THE PLAT <br />AT THIS TIME. <br /> <br />H. THAT THE ROADS IN THE PLAT FOLLOW THE GRID SYSTEM. <br /> <br />12. THAT SOIL BORINGS BE REQUIRED PRIOR TO BUILDING PERMITS BE ISSUED <br />WHERE FILL HAS BEEN USED WITHIN THE PLAT. <br /> <br />COMMI SSIONER MORTON SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />12. Consideration of the City's Development Program by <br />Commission <br /> <br />the <br /> <br />Planning <br /> <br />The Planning Commission reviewed the City's Development Program and <br />offered the following comments to the Council: <br /> <br />. <br /> <br />1. <br /> <br />The Planning Commission liked the development program as prepared. <br /> <br />2. <br /> <br />The Planning Commisson felt that Tax Increment Funding was a <br />necessary tool but should be used properly. and cautioned the <br />Council not to get extended beyond their means so that the tax <br />payers could get stuck with the bill. <br /> <br />3. The Planning Commission stated that Tax Increment Funding should be <br />used only for essential services. <br /> <br />13. Planning Commission Representative to Attend Council Meeting on 12/21/87 <br /> <br />It was indicated that <br />represent the Planning <br />meeting. <br /> <br />Chairman Wilson <br />Commission at <br /> <br />and <br />the <br /> <br />Commissioner Fuchs would <br />12/21/87 City Council <br /> <br />14. Adj oumme~t <br /> <br />There being no further business. COMMISSIONER KROPUENSKE MOVED TO ADJOURN <br />THE MEETING OF THE ELK RIVER PLANNING COMMISSION. COMMISSIONER KIMBALL <br />SECONDED THE MOTION.
