THAT ALL APPROPRIATE BUILDING CODES BE MET TO ALTER THIS MODEL HOME <br />INTO A RETAIL STORE. <br /> <br />6. A TWO YEAR REVIEW OF THIS CONDITIONAL USE PERMIT. <br /> <br />COMMISSIONER FUCHS SECONDED THE MOTION. THE MOTION PASSED 5-0. <br /> <br />7. <br /> <br />Conditional Use Permit for Central Lutheran Church/P.H. <br /> <br />Staff introduced this item by saying Central Lutheran Church located at <br />1103 School Street, Elk River is requesting a conditional use permit to <br />allow a 9.600 sq. ft. to 13,600 sq. ft. addition to the church and that <br />the church lies within an R-1C single family zoned district in which <br />churches are a conditional use. Mr. Rohlf went on to say that Russ <br />Anderson, Fire Chief has reviewed this site plan and has indicated the <br />hydrant locations currently existing on School Street are adequate as <br />well as the proposed ingress and egress to the property for fire <br />protection. Mr. Jack Holmes, Architect for the Central Lutheran Church <br />indicated that the proposed main seating area is what the church intends <br />to build immediately, but would like the option to build an <br />approximately 4,000 sq. ft. fellowship hall directly south of the main <br />seating area and that this was the difference in the two square footages <br />proposed by the church. <br /> <br />Chairman <br />favoring <br /> <br />Wilson opened <br />or opposing <br /> <br />the public hearing. There being no comments <br />the requests, Chairman closed the public hearing. <br /> <br />Commissioner Temple questioned whether there was enough drives entering <br />onto School Street to move traffic in and out of the church parking lot. <br /> <br />Staff member Stephen Rohlf said that he felt comfortable with the <br />arrangement of the drives. <br /> <br />Discussion was carried on about the outside appearance of the building. <br />Mr. Jack Holmes indicated that the building would be brick. <br /> <br />COMMISSIONER TEMPLE MOVED TO RECOMMEND APPROVAL TO THE CITY COUNCIL FOR A <br />CONDITIONAL USE PERMIT FOR CENTRAL LUTHERAN CHURCH TO EXPAND THEIR <br />CURRENT FACILITY WITH THE FOLLOWING CONDITIONS: <br /> <br />1. THAT THE SIGNAGE ALLOWED FOR THE CHURCH BE AS PER THE SIGN CODE. <br /> <br />2. THAT THE MINIMUM NUMBER OF PARKING SPACES BE AS REQUIRED PER THE <br />CITY ORDINANCE AND THAT THESE PARKING SPACES BE HARDSURFACED AND <br />STRIPED. <br /> <br />3. <br /> <br />THAT THE CHURCH HAVE THE OPTION IN THE FUTURE OF ADDING THE <br />FELLOWSHIP HALL WITHOUT A FURTHER CONDITIONAL USE PERMIT. HOWEVER, <br />THE FUTURE EXPANSION NOTED ON THE SITE PLAN WOULD AFFECT THE NUMBER <br />OF PARKING SPACES REQUIRED AND, THEREFORE, WOULD NEED ANOTHER <br />~~mlIlfI~NAt UIl!! i'l!!RMI'l' ~O 'mAT IT CAN BE REVIEWED BY THE PLANNING <br />COMMISSION AND COUNCIL. <br />
