Ms. Raymond <br />felt that approval of Barthel's request would detrimentally affect the <br />businesses in the mall and create a hardship. She felt that business and <br />professional offices should not be allowed with retail business. Ann Raymond said a <br />meeting was scheduled with the owners later on that week. <br />
