They both felt that the City has <br />an obligation regarding the screening of the park due to a previous verbal <br />agreement. Chairman Kropuenske questioned Mr. Barthel whether he would <br />object to the City planting trees on his property. Mr. Barthel indicated <br />he would not object to this. <br /> <br />COMMISSIONER FUCHS MOVED TO RECOMMEND TO THE CITY COUNCIL. APPROVAL OF THE <br />MULTIPLE PRINCIPLE BUILDING PER LOT REQUESTED BY ELK RIVER MACHINE. WITH <br />THE FOLLOWING STIPULATIONS: <br /> <br />1. THAT ONE PARKING STALL BE ELIMINATED BY THE ENGINEERING OFFICE. <br /> <br />2. THAT THE DRIVE AREAS DESIGNATED ON THE SITE PLAN BE A MINIMUM OF 20 <br />FEET WIDE. <br /> <br />3. THAT THE CITY FURNISH AND PLANT TREES ALONG THE NE PROPERTY OF ELK <br />RIVER MACHINE AND .THAT THEY BE PLANTED IN A DIAGONAL LINE TO SCREEN <br />THE OPERATION FROM JACKSON AVENUE. <br /> <br />4. THAT THE PARKING STALLS NEAR THE ENGINEER'S OFFICE BE BLACKTOPPED AND <br />STRIPED. <br /> <br />COMMI SSIONER MORTON SECONDED THE MOTION. THE MOTION CARRIED 5-0. <br /> <br />2.5.Tax Increment Financing Plan #5 <br /> <br />Dick Fursman. Economic Development Coordinator. presented TIF PLAN #5 to <br />the Planning Commission. He stated that Alltool Manufacturing would like <br />to expand their business, and to facilitate the expansion they will need <br />financial assistance. The new construction will generate in excess of <br />$400.000 in taxes over the next 8 years. The City will use $225.000 to <br />purchase the land for Alltoo1. Al1tool currently employs 125 people and <br />plans on hiring approximately 30 to 50 new employees with the expansion. <br />This project would not be feasible without the use of this program <br /> <br />COMMISSIONER OLSEN MOVED TO SUPPORT THE TIF PLAN #5 AS IT IS CONSISTENT <br />WITH THE CITY'S PLANNING. COMMISSIONER FUCHS SECONDED THE MOTION. THE <br />MOTION CARRIED 5-0. <br /> <br />There being no further business, COMMISSIONER MORTON MOVED TO ADJOURN THE <br />MEETING.
