<br />. <br /> <br />. <br /> <br />. <br /> <br />Page 2 <br /> <br />Elk River Planning Commission Minutes <br />May 31, 1988 <br /> <br />Commissioner Olsen arrived at this time. <br /> <br />Dick Hinkle, Chairman of the Growth Management Plan Task Force, informed <br />the public that the Growth Management Plan Task Force has been meeting, <br />for about 15 months, for the purpose of guiding the City growth through <br />the development of a Growth Management Plan. The purpose of the plan is <br />to guide the City growth from the core city outward in an orderly manner. <br />Mr. Hinkle explained that the proposed plan is actually a continuation of <br />the consolidation efforts which took place in the City between 1977 and <br />1979. He commented that he believes the Task Force has done a good job; <br />put together a document that can be used to guide the City's future <br />growth and development; and publicly thanked the Task Force for their <br />voluntary efforts and time. <br /> <br />Bob Wuornos, City Planner, reiterated the overall purpose of the plan and <br />also discussed certain background information within the plan relating to <br />land use and parks. <br /> <br />Terry Maurer, City Engineer, discussed the Utilities and Transportation <br />sections of the Growth Management plan. <br /> <br />Steve Rohlf, Building and Zoning Administrator discussed Chapters 4, 5, <br />& 6, pertaining to residential, commercial, and industrial land. <br /> <br />Peter Beck, City Attorney, discussed Chapter IX of the GMP relating to <br />implementation tools. He indicated that the Growth Management Plan would <br />be the City's Comprehensive plan under the State Statute and would become <br />a legally binding document. He noted that the implementation of the plan <br />would be a two step process. The first step would be amending and <br />rev1s1ng City ordinances while the second step would be acting <br />consistently with the plan as the City grows. <br /> <br />At this time, Chairman Kropuenske opened the public hearing. <br /> <br />The following persons came forward to speak on the subject: <br /> <br />1) Rick Fredrickson Stated he lives in an A-1 zone designated as 10 <br />acres in the Growth Management Plan. He indicated that he would <br />prefer to see a 2~ or 5 acre zone minimum rather than a 10 acre zone. <br /> <br />2) Bill Campbell - Stated he lives on County Road #1 and questioned how <br />the City will alleviate the cost of improvements for the people who <br />own large areas of land. Terry Maurer indicated that a feasibility <br />study would be done first to see if improvements are feasible. Peter <br />Beck, City Attorney, indicated that assessments can be deferred. <br /> <br />3) <br /> <br />Mike Dwyer <br />Subdivisions <br />area. He was <br /> <br />Proctor Road - questioned why Ridgewood and Brentwood <br />were not included in the medium density residential <br />referring to the map marked 4-A in the Growth <br />
