<br />Page 3 <br /> <br />. <br /> <br />Joint Meeting Minutes <br />April 11. 1988 <br /> <br />Regarding the park section of the Growth Management Plan. Consultant Bob <br />Wuornos stated that this section has previously been reviewed by the Task <br />Force. as it was the first element of the plan that was drafted and. as such. <br />should need very few. if any. revisions. Along with some minor narrative <br />changes and some changes in the names of City park facilities. the group <br />suggested adding two additional items to the necessary action plan. These two <br />additional steps related to the use of the rivers for recreational and <br />business purposes. and the purchase of the abandon railroad bed for use as a <br />walking and biking trail. <br /> <br />Planning Consultant. Bob Wuornos. in his introduction of the transporation <br />section of the GMP. stated that this section had a1so'been previously reviewed <br />by the GMPTF. Suggested changes by the group included adding some policy <br />statements under goal #2. that related to frontage roads and linking roads <br />that were considered collectors streets. The group also requested that the <br />need for east/west corridors and acknowledging the existance of urban road <br />designs in the City be added under necessary actions. <br /> <br />. <br /> <br />The Mayor requested that Dave Se11ergren. the City Attorney. review the <br />implementation section of the Growth Management Plan. In general terms. <br />Mr. Se11ergren indicated that more information and explanation of the land use <br />tools should be incorporated into the implementation section of the GMP. <br />Items omitted from the plan that need to be discussed include the designation <br />of open space areas. the allowing of cluster development within the 10 acre <br />residential zone. and the use of ov~r1ay plats in the medium density <br />residential area which will allow for future subdivision of properties. if and <br />when municipal utilities is installed. <br /> <br />Mayor Gunkel requested close review of high density land use section. and <br />restated her concern over the location and amount of apartment units that <br />could be constructed without City Council review or input. The City Attorney <br />indicated that #5 of the implementation tools (offica1 map) needs to be <br />deleted from the plan. as the City will not be approving such an official map. <br />Additionally. Mr. Se11ergren indicated that the City should offica11y approve <br />the Growth Mangement Plan and Land Use Map prior to going through the <br />necessary steps to the adjust the subdivision regulations and zoning <br />ordinance. Once the Land Use Map and Growth Managment Plan is approved. these <br />assoicated ordinance amendments can take place in a relatively short period of <br />time so that the Growth Management Plan can be in force and implemented <br />shortly after approval of the GMF and Land Use Map. <br /> <br />Mayor Gunkel indicated that the next step in the approval process of the <br />Growth Management Plan would be for the Staff to make the changes in the <br />document as discussed in the March 28. 1988. and April 11. 1988. joint <br />workshop sessions and then for the Planning Commission to hold public hearings <br />on this document. Following Planning Commission recommendations on the Growth <br />Management Plan and Land Use Map. then the City Council would schedule and <br />hold public hearing(s) on the plan prior to its adoption. <br /> <br />. <br /> <br />At this time. Mayor Gunkel thanked all present for their input and time in <br />reviewing the draft Growth Management Plan and Land Use Map. The City Council <br />took a five minute break at this time before reconvening. <br />
