(.

.

\.

Page 4

Joint Meeting Minutes
March 28, 1988

Attorney, Peter Beck, discussed with the City Council the status of the Tax
Increment Financing Legislation and indicated the likelihood of some type of
TIF law being approved. At this time, it is uncertain whether such
legislation would affect the Alltool TIF proposal. The City Council concurred
to move forward with TIF 15 for Alltool in spite of current legislation being
debated at the State level.

Additionally, the Council discussed the noncertification of TIF 14. In this
regard, it was the consensus of the City Council to have the City Attorney
take whatever action is deemed necessary to seek compliance from the County in
the certification of TIF 14. The same direction was given to the City
Attorney in terms of seeking payment for past due assessments from the County
for public improvement.

COUNCILMEMBER SCHULDT MOVED TO ADJOURN THE MEETING OF THE ELK RIVER CITY
COUNCIL. COUNCILMEMBER HOLMGREN SECONDED THE MOTION. THE MOTION CARRIED 5-0.

The meeting of the Elk River City Council adjourned at 10:10 p.m.

Respectfully submitted,

Fa.;; ~aLi5

Patrick Klaers ~
City Administrator
