<br />. <br /> <br />. <br /> <br />. <br /> <br />Page 5 <br /> <br />Joint City Council/Planning Commission Minutes <br />October 23. 1989 <br /> <br />Discussion was held by the Council and Planning Commission <br />regarding a way of getting the surrounding communities together to <br />discuss economic development matters. It was suggested by the <br />Building and Zoning Administrator that he contact the surrounding <br />Planning Commissions and hold joint Planning Commission meetings in <br />order to discuss these matters. Councilmember Holmgren suggested <br />that the meetings begin with a meeting between the County Planning <br />Commission and the City Planning Commission. <br /> <br />6.4. Community Center <br /> <br />Mayor Tralle informed the Planning Commission that the City Council <br />has called a special meeting for October 30. 1989. at 6:00 to 7:30 <br />p.m. at Elk River City Hall for the purpose of discussing community <br />center needs. Mayor Tra11e stated that the main topic will focus <br />on the setting up of a task force and to define the purpose of a <br />task force. <br /> <br />The Council recessed at this time. 8:40 p.m. <br /> <br />The Council reconvened at 8:45 p.m. <br /> <br />6.5. Mission Statement of the Growth Management Plan Task Force <br /> <br />Commissioner Eber1ey distributed a mission statement of the Growth <br />Management Plan which was prepared by the Planning Commission in a <br />joint effort. She stated that they had requested information <br />regarding mission statements from surrounding cites similar in size <br />to Elk River and also from the Minnesota League of Cities. <br />Commissioner Eber1ey stated that after researching the topic, the <br />Planning Commission drafted a mission statement for Elk River. <br /> <br />Commissioner Johnson stated she would like to see the statement <br />published at the time that it is to be incorporated in the City's <br />Growth Management Plan. <br /> <br />It was the consensus of the Council to accept the mission statement <br />and to incorporate it in the Growth Management Plan at a time when <br />other changes will be made to the plan and also to publish the <br />entire statement prior to incorporating the statement into the <br />Growth Management Plan. <br /> <br />The City Council thanked the Planning Commission for the time and <br />effort spent in drafting the mission statement for the City of Elk <br />River. <br /> <br />6.6. Communications between Planning Commission and City Council <br /> <br />Commissioner Kimball stated that the Planning Commission has <br />received input on thoughts and feelings from the Council at various <br />times.
