<br />Page 6 <br /> <br />. <br /> <br />Planning Commission Minutes <br />7/25/89 <br /> <br />Steve Rohlf. Building and Zoning Administrator noted that the impacts of <br />PCB's has only recently become known. I feel this can be done properly. <br />but with the possibility of PCB's its prudent for the City to deal with <br />the transformers as PCB contaminates. <br /> <br />Commissioner Johnson questioned staff on why this was called a <br />"Governmental Facility" and not an "Accessory Building" and how do we <br />determine the difference? Steve Rohlf explained that he had talked to the <br />City Attorney and they agreed that Government Facility was a use by <br />itself and both staff and the City Attorney felt Governmental Facility is <br />consistent with the Comprehensive Plan. They also felt this was too <br />broad of a term that staff should define Governmental Facility more <br />specifically. Commissioner Johnson felt that this site is an industrial <br />type use. What would happen if they expand as this is on the river next <br />to a residential distrtict? <br /> <br />Commissioner Eberley questioned the "Spill Prevention Control and <br />Countermeasure Plan." as to what it is. where it is. and also who is <br />responsible to see that this is carried out? Bill Birrenkott explained <br />that they do have a plan on file which entails notifying both the State <br />and Federal. rope off the area and take samples to determine whether <br />there is PCB's in the soils in case of a dangerous spill. <br /> <br />. <br /> <br />Commissioner <br />building in <br /> <br />Eberley was also concerned about the construction of the <br />case of a fire in which potential contaminates are stored. <br /> <br />Steve Rohlf suggested separating the transformer storage from the <br />rest of the building with firewalls. Bill Birrenkott felt this would be <br />expensive. Mr. Birrenkott felt that if there was that much concern <br />regarding this issue. maybe they shouldn't even be thinking about it. <br />Mr. Birrenkott indicated all this really entails is a tin roof and diked <br />area. Transformers need to be protected from the rain in a diked <br />area. <br /> <br />Steve <br />great <br />they <br /> <br />Rohlf. Building and Zoning Administrator indicated that there is a <br />concern regarding fire and the toxins given off from PCB's when <br />burn. which is one of the most toxic things known to man today. <br /> <br />Commissioner Fuchs indicated he would prefer to see the transformer <br />storage at the Utility Site. He further indicated that the Utility <br />property on Cty. Road 1 is an unstatisfactory site as it is directly down <br />wind from the school in case of a fire. Commissioner Fuchs explained <br />that he could foresee sheet rocking two walls for fire protection for the <br />building that he is proposing. <br /> <br />. <br /> <br />Steve Rohlf indicated that the main concerns are keeping PCB's from the <br />ground water. the river and from burning. Mr. Rohlf indicated that <br />sheet rocking two walls would be inexpensive and gives a comfort level if <br />fire breaks out in other parts of the building that it would not affect <br />the transformers prior to the Fire Department getting there. Mr. Rohlf <br />indicated for a fairly inexpensive condition you CQuld alleviate a major <br />concern. <br /> <br />Bill Birrenkott <br />indicated that <br />you may have. <br /> <br />felt this would be relatively expensive.
