<br />Planning Commission Minutes <br />April 25. 1989 <br /> <br />. <br /> <br />Mr. Rick Wooten was present and briefly explained his request. Mr. <br />Wooten indicated that in order to get the bank to finance their <br />operation. the bank is requesting that the tanks be removed. Mr. Wooten <br />further indicated that the Trademark sign had been removed and the <br />pillars would also be removed. Mr. Wooten further noted that the <br />agricultural easement across their property was originally put in for <br />Erwin Specht to reach his agricultural property on the west. Mr. Wooten <br />stated that they would not obstruct this easement. The area in front we <br />intend to seed with grass and a few shrubs. This area then would no <br />longer be used for the parking of vehicles. Also. this would be similar <br />to what we would be doing on 165th. the 10 ft. area that we have to stay <br />away from the curb. <br /> <br />Discussion was held regarding the parking of semi-trailers. Steve Rohlf. <br />Building and Zoning Administrator felt that bituminous would be a mistake <br />as semi-trailers tend to sink in on hot days. Staff's concern is that <br />the truck terminal be surfaced with a material to control dust. Steve <br />explained that what has been done with other truck terminals is either <br />crushed bituminous or some sort of rock to hold down the dust. This would <br />be consistent with what was done with Metropolitan Gravel. Steve <br />questioned Mr. Wooten whether he would be opposed to putting some type of <br />rock down. Mr. Wooten indicated that parking trailers on cement would be <br />very expensive and would go along with staff's request. <br /> <br />. <br /> <br />Commissioner Johnson was concerned about the LP tanks and what was being <br />done about this. Mr. Wooten indicated that the tanks would be removed by <br />the end of the week. <br /> <br />Discussion was held regarding lighting. It was the consensus of the <br />Commission that they would like the lighting directed away from the <br />right-of-way. Mr. Wooten indicated they would be replacing the lighting <br />as the old lighting was not economical. Mr. Wooten was in agreement with <br />staff and felt that lighting would not be a problem. <br /> <br />COMMISSIONER FUCHS MOVED TO APPROVE THE CONDITIONAL USE PERMIT FOR THE <br />USED CAR SALES OPERATION FOR NORTH STAR SERVICE CENTER BASED UPON THE <br />FINDINGS OF FACT WITH THE STIPULATIONS AS OUTLINED IN NORTH STAR SERVICE <br />CENTER'S LETTER WITH ADJUSTMENTS TO NO.1. 2. AND 4. AND THE FOLLOWING <br />RECOMMENDATIONS BY THE PLANNING COMMISSION: <br /> <br />1. <br /> <br />SET-BACK AREA ALONG <br />SMOOTH ROCK. WITH <br />BARRIER IS TO BE <br /> <br />165TH AVENUE N.W. TO BE GRADED. COVERED WITH <br />SHRUBS PLANTED AT APPROPRIATE INTERVALS. A. <br />ERECTED BETWEEN THIS AREA AND CAR DISPLAY AREA. <br /> <br />2. ASPHALT PAVING ON EAST END OF LOT IN CAR DISPLAY AREA TO BE ADDED. <br /> <br />3. GARBAGE RECEPTACLE TO BE INSTALLED BEHIND BUILDING AND SURROUNDED <br />FOR PRIVACY. <br /> <br />4. FUEL PUMPS AND. ISLANDS. AND TANKS TO BE REMOVED. <br /> <br />. <br /> <br />5.
