Consider Conditional Use Permit by Grace Ostien (Additional Metal <br />S}{inD,ed Af!ric.~ltural Buildinf!) Public lIearinf! <br /> <br />Janelle Szklarski, Zoning Assistant, stated that the applicant is <br />requesting a conditional use permit to construct all, 160 sq. ft. <br />metal-skinned detached accessory building on her property located at <br />20842 Concord Street. Ms. Szklarski stated that the reason the 2,000 <br />sq. ft. limitation was placed on agricultural buildings is that larger <br />buildings have a tendency to turn into home occupations. She stated <br />t.hat a conditional use permit is required because the applicant already <br />has a detached accessory structure and also, because the proposed <br />building is larger than 2,000 square feet. <br /> <br />Chairman Kimball opened the public hearing. <br /> <br />Grace Ostien stated that the reason for her request is that she plans <br />to use the building for her horses and a riding stable. She indicated <br />that because of the cold weather in the winter and bugs in the summer <br />it is impossible to work and train her horses outside. She stated that <br />she felt she met the standards as far as the 300 ft. setback from any <br />neighboring dwelling and also because the building would be on 20 <br />acres. Ms. Ostien stated that she has talked to all her neighbors <br />regarding this request and they do not have a problem with it. <br /> <br />Ned McCarty of 328 Egert Boulevard, Coon Rapids, stated that he owned <br />property in the area and was concerned with the size and aesthetics of <br />the building. He further stated that he had a buyer for part of his <br />property and he was also concerned with the size of the building in a <br />residential area. <br /> <br />Marilyn Van Patten stated that she was trying to sell a lot located <br />next to property that has horses and was having difficulty selling the <br />property because of the horses. <br /> <br />The Planning Commission was concerned with the future use of the <br />building if the property was sold. They were also concerned with the <br />
