<br />Park and Recreation Commission Minutes <br />June 6, 1990 <br /> <br />Page 3 <br /> <br />(. <br /> <br />6. <br /> <br />Uodate on BRW Land Use Plans <br /> <br />The City Administrator reviewed with the Park and Recreation Commission <br />the proposed land use plans that the Planning Commission will consider <br />on 6/7/90 as prepared by Planning Consultant, Bill Weber, of BRW. The <br />land use plans for the four areas of the community studied by Mr. Weber <br />include Park and Recreational areas. In the attached 5/29/90 material <br />from Bill Weber, these four areas are labeled A, B, C, and D. It was <br />noted that much like the Park Master Plan, these land use maps were <br />also only plans and are to be used as a guideline for the future <br />development of the community. Specific locations of trails and parks <br />and even the sizes of parks can be adjusted as development takes place. <br /> <br />It was the consensus of the Park and Recreation Commission after review <br />of the four land use proposals that a neighborhood park should be added <br />in the southeast area of the community (south of Kelly Farm) and that <br />trails should be added to connect areas C and D in the southeast <br />quadrant of the City. The Commission also agreed with the BRW plan <br />that calls for trail connections across Highway 169 in the School <br />Street and Jackson Avenue areas. <br /> <br />7. <br /> <br />Park Dedication Fees <br /> <br />c. <br /> <br />The City Administrator updated the Park and Recreation Commission on <br />the Planning Commission recommendations relating to City planning and <br />platting requirements for commercial, industrial, and multi-family <br />properties. It was noted that the City may still miss some park <br />dedication fees on certain existing platted lots of record when they <br />develop; and that this proposed ordinance is as all inclusive as <br />feasible at this time without significant additional and time consuming <br />development procedures being adopted. The recommendation from the <br />Planning Commission on the plating of industrial, commercial, and <br />multi-family properties will go to the Council on 6/18/90. <br /> <br />8. <br /> <br />Cross Country Ski Trails <br /> <br />Discussion took place regarding a possible grant application for ski <br />trail grooming funds by the Elk River Nordic Ski Club. Acceptance of <br />these funds would require users to obtain a permit for a fee. Also <br />discussed was the use of the trails by the School ski team and if this <br />would cause any conflict with public use of the trails. Also discussed <br />was the development of trails on private land. <br /> <br />Vice Chair Anderson distributed a Trail Grant Proposal. The proposal <br />was discussed, but no consensus was reached as to whether the City <br />should be involved in this grant application. However, it was the <br />consensus of the Park and Recreation Commission that the City should <br />continue to make every effort to work with the School and the Nordic <br />Ski Club in the development, grooming, and use of the ski trails. <br /> <br />\~. <br /> <br />Concern was expressed about the use of the railroad trail by motor <br />vehicles. Posting of the trail was requested and the possibility of <br />installing gates was discussed. <br />
